SUMMARY:

Formulates and/or defines system scope and objectives for assigned projects.  Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results.  Prepares detailed specifications from which programs will be written and is responsible for the design, coding, testing, debugging and documentation of those programs.  Instructs, directs, and checks the work of other Application System Developers while performing quality assurance reviews.

ESSENTIAL FUNCTIONS :

Creates and communicates status reports in accordance with department standards.

Develops requirement definitions for complex systems including required features, on-line and batch reports, interfaces with other systems, etc.

Sets standards; develops and implements appropriate test plans for systems.

Creates detailed implementation plans and coordinates resources between complex implementations.

Establishes documentation standards and creates documentation for the most complex systems that adheres to those documentation standards.

Works with core vendors to influence and improve maintenance plans or schedules.

Monitors and solves complex incidents impacting the quality or financial welfare of the hospital.

Identifies debugs and remedies problems.

Provides support via on-call rotation; provides second-level support to less experienced personnel.

Adheres to and supports team members in exhibiting TMCH values of integrity, community, compassion, and dedication. 

Adheres to TMC organizational and department-specific safety, confidentiality, values, policies and standards.

Performs related duties as assigned.

MINIMUM QUALIFICATIONS

EDUCATION:  Bachelor's degree or an equivalent combination of relevant education and experience.

EXPERIENCESeven (7) years of related experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of all phases of application programming and a good understanding of the business process for which the application is designed. 
  • Knowledge of how to evaluate systems and develop scope and document system needs.
  • Skill in evaluating and documenting systems needs.
  • Skill in leading and training staff.
  • Ability to read, analyze, and interpret scientific and technical journals, extensive financial reports, and/or legal documents.
  • Ability to respond to sensitive and/or confidential inquiries or complaints from regulatory agencies, or members of the business community.
  • Ability to make effective and persuasive presentations or write articles for publication that conform to prescribed style and format.
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Ability to calculate figures and compute rate, ratio, and percent and to draw and interpret bar graphs and apply basic algebraic concepts
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.), and with a variety of abstract and concrete variables.
