Role Description:

  • Candidate will understand the budgeting process for intelligence and defense systems. Apply principles and concepts to conduct budget formulation, support programmatic exercises including cost reduction analysis, investment strategies, resource management and fiscal policy, and cost benefit trade-offs.
  • Perform a variety of budgetary formulation, programmatic exercises including cost reduction analysis, investment strategies, cost benefit trade-offs, along with the overall implementation of the Intelligence Planning, Programming, Budgeting and Evaluation (IPPBE) process.
  • Provide budget and resource analysis support in the execution of the following tasks including but not limited to: review, analysis, and evaluation of programs; develop Strategic Program Briefs {SPBs) to support resource discussions; plan, coordinate, and develop the Consolidated Intelligence Guidance (CIG) to provide direction for the IC elements to build their programs and budgets; participate in the development of strategic issues, policies and strategic plans impacting the customer's strategy; usage of the Intelligence Resource Information System {IRIS) database; conduct analysis of past Fiscal Year NIP/MIP trends; develop analytical assessments, programs, and budgets against the future plan; and, assess the budget for balance across functions and disciplines. Work includes preparation of briefing materials, point papers, presentations, binders, etc. for senior leaders and staff along with coordination with agency representatives throughout all phases of the IPPBE cycle. Graphic and visual representation of analyses, programs, and data is a key function to support RC&E and deliverables. Product development strongly depends on knowledge of graphic and analytic software to produce final products.
  • IPPBE implementation support may also include executive project coordination activities that enable RC&E to manage, guide, participate in, and coordinate resource decision support processes as well as secretariat work to manage and track the assignment of studies and analytic support within RC&E and across other components of the agency.
  • Support will also include IPPBE training and facilitation support activities on a quarterly basis at a minimum with a few ad-hoc mini sessions throughout the year. This support is intended to educate and inform agency members on the IPPBE process. Training activities include scheduling, classroom preparation, materials development and production, graphic/video support, registration, maintaining lists of "graduates/alumni", collecting and evaluating lessons learned and student feedback for incorporation into modules as approved by Government staff. Class size generally range between 35-40 students.

Required Skills and Qualifications:

  • Experience in the budget cycle for a Federal Government activity. Specific knowledge in the implementation and execution of the intelligence planning, programming, budgeting and evaluation (IPPBE) process is strongly preferred. Other experience may also include extensive use of spreadsheets for data manipulation and visualization, and ability to present complex issues in written and view graph forms.
  • To be eligible for this position you must hold an active TS/SCI clearance with CI Polygraph.

Minimum Education & Experience:

  • Ph.D. or Masters’ Degree AND 5 Years of Relevant Experience OR Bachelor’s Degree AND 8 Years of Relevant Experience
