Position Summary: This position serves as the primary facilitator for implementation of the City of Aspen’s organizational strategy through Compass, the city’s work planning and alignment program. The role is responsible for coordinating and maintaining Compass as the central mechanism for translating the city Strategic Plan into departmental priorities, projects, and measurable actions. Working across departments and with key stakeholders, the position supports organizational and departmental strategic planning, leads high‑impact process improvement initiatives tied to strategic goals, and helps departments use planning tools and technology to implement change, track progress, and sustain results over time.

Supervision Exercised and Received: Works under the general direction of the Strategy & Innovation Director or their designee.

Essential Job Functions:

Organizational Excellence

  • Collaborates with departmental leadership to develop and maintain strategic plans through the City’s departmental strategic (Compass) plans to ensure alignment with city and departmental priorities.
  • Acts as a champion of customer experience for the city, ensuring customer-facing improvements are integrated into key organizational processes and initiatives.
  • Assists with the development of departmental strategic and/or business plans
  •  Leads cross-functional teams in crafting approaches to solve a variety of complex business problems and achieve organizational excellence. Guides departments in managing the transition from study to implementation and results.  Applies facilitation, project management, business process improvement and innovation tools and techniques. 
  • Collaborates with departmental colleagues to support key departmental programs and projects such as nonprofit grant administration, software administration, survey development, and more.
  • Establish KPI program

 

Process Improvement

  • Serves as a technology/process improvement consultant and project manager for internal city stakeholders, addressing a wide variety of complex topics and needs. 
  • Establishes and maintains collaborative relationships with key partners.   
  • Manages a substantial portfolio of projects according to level, while requiring minimal supervision. 
  • Researches and develops recommendations for new or improved work processes, policies, and methods, and plans and assists with the implementation strategy.
  • Prepares written reports & presentations to summarize projects, research, analysis and recommendations.

 

Innovation

  • Leads projects that leverage technology solutions to meet change management goals. Supports the entire project life cycle from project selection to tool selection, vendor management, and collaborative implementation. 
  • Is a force for positive change by encouraging the organization to take thoughtful risks through creative solutions and dedicated research.

Minimum Qualifications:
Education: Bachelor’s degree in a relevant field or a combination of experience commensurate with such a degree.

Experience: 

  • Management Analyst II: Two+ years of professional level experience with project management, process improvement, or organizational innovation. 
    Experience should include customer experience improvements and experience with large-scale change management.
  • Senior Management Analyst: in addition to requirements above, must include demonstrated success with multiple examples of independent full-lifecycle project management, leading organizational initiatives, and/or relevant professional certifications such as Lean Six Sigma Black Belt, Project Management Professional, or similar.

 

Technical Knowledge: Must be proficient in Microsoft Word, Excel, Outlook (Email), and a thorough understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.

Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.

Position Type and Work Hours:
•    Regular full time, hours may vary with workload. 
•    Evenings/Weekends may be required depending on department needs and special projects.

Work Environment:
•    Indoors: Office environment.
•    Outdoors/Off-Site: Attends open houses and visits to housing units.  Meetings, trainings, and site visits at a variety of city facilities and areas.
