Job Title: Plans Examiner/Inspector III (Inspector Focus)
Department: Community Development
Classification: Non-Exempt
Hiring Range: $37.65/hour - $42.36/hour
Salary Range: $37.65/hour - $56.47/hour
Position Summary: Reviews and processes building applications including site and field inspections, plan review and verification of compliance of construction with applicable codes, consistent with the organization’s values and mission statement. City of Aspen inspectors ensure the safety, efficiency, and integrity of Aspen’s world-class-built environment by maintaining the highest level of training and professionalism in the industry.
Supervision Exercised and Received: This position works under the direct supervision of the Deputy Chief Building Official.
Distinguishing Characteristics (hire placement based upon experience):
Inspector I: Performs entry level job duties. Work performed at this level work is under immediate supervision. May have limited directly related work experience. Work performed is moderately complex and is intended to provide professional level inspection experience and expertise.
Inspector II: Performs journey level job duties. Work performed at this level is complex, is considered professional level work and is performed independently. May train other staff in inspection procedures.
Inspector III: Senior level job duties. Work involves complex and demanding projects and may include any level of work. Work is performed independently. Responsible for routinely training other staff on inspection procedures.
Essential Job Functions:
Building Inspections
• Inspects and evaluates residential and commercial systems, both new and existing, to ensure that appropriate codes are maintained and enforced and that electrical codes systems are installed and maintained in a safe and professional manner. Operates a city vehicle and conducts daily building inspections at construction sites of commercial, industrial, and residential buildings to determine compliance with model building codes according to an established inspection schedule.
• Provides the builder or contractor representative with an inspection report (acceptance or deficiency report) and a notice of any corrections necessary to ensure the construction is completed in accordance with the appropriate model codes. Re-inspects construction as required. Performs field inspections and plan reviews on all permitted projects and verifies that the project is constructed as per the approved plans and conforms to the model building codes. Prepares records of inspection requests and fills out reports as required for field inspectors. Prepares a daily work schedule and maintains a daily inspection log of activities listing property inspected, status of construction, and results of inspection. Enters inspection activities into computer records. Issues stop work orders on projects that require but lack a building permit.
Plans Examination
• Reviews construction plans and permits for compliance with applicable building codes and issues building permits. Completes the documentation necessary for the issuance of the permits, reviews permit applications and associated documents, and prepares building permits with applicable fees. Prepares communication to customers regarding model code requirements and deficiencies of plans. Conducts research, reviews past decisions, and gathers input from other staff to interpret building codes in many various applications. Determines if construction documents and if field/as-built conditions comply with building codes.
Customer Service
• Provides expert, timely customer service to all internal and external Community Development customers. Serves as building department technical expert and resource according to designated level. Maintains knowledge, researches, reads, interprets, communicates, and explains applicable codes, policies, regulations, laws, principles, and ordinances to builders, contractors, design professionals, property owners, the public, and city staff. Determines the needs of the customer, which includes providing information or referral as appropriate. Creates and presents educational seminars as needed to the building community. Schedules courtesy appointments and site visits with customers concerning any code requirements or construction practices that pertain to property or projects. Provides code consulting services to applicants, potential applicants, city departments and the public focused on ensuring the efficient submission and review of development documents. Works closely with other city departments to assist, problem solve, and resolve issues. Assists with general office duties.
Technology and Records Management
• Fosters culture of innovation in the Building Department and works to become a subject matter expert in daily duties which require the use of technology. Develops and implements improvements to plan review, field inspection, database management, and records retention processes and procedures. Trains City staff in use of these processes. Maintains and inputs data related to plan review and inspection activities.

Minimum Requirements:
Education:
All Levels: Bachelor’s degree.
Experience:
Level I: No prior inspection experience. One year of professional level working experience.
Level II: One year of professional level inspection experience.
Level III: Three years of professional level inspection experience.
Technical Knowledge: Must be proficient Microsoft Word, Excel, Outlook (Email), and have a working knowledge of computers and online computer-based technology applications, which includes accessing web-based platforms.
Licenses & Certifications: Must possess an International Code Council (ICC) Plans Examiner and Building Inspector Certification or ability to obtain within one (1) year of hire. Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date.
Level I: Must possess an International Code Council (ICC) Residential Building Inspector and Residential Plans Examiner certifications or ability to obtain within one (1) year of hire.
Level II: In addition to prior requirements: Must possess International Code Council Commercial Building Inspector and Building Plans Examiner certification within six (6) months of date of hire. At least one (1) additional related certification within one (year).
Level III: In addition to prior requirements: Must possess International Code Council Accessibility plans examiner certification. At least one (1) additional related certification within one (1) year.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

Position Type and Work Hours:
• Regular full time, hours may vary with workload.
• Evenings/Weekends may be required in addition to or instead of normal hours depending on department needs and special projects. Evening meetings may be required in addition to or instead of normal hours.
