Job Brief
Reporting to and collaborating with the Payroll Director, the Assistant Director will oversee the day-to-day operations of the payroll department.
The Assistant Director will ensure employees are paid accurately and timely while maintaining strict compliance with tax laws, union collective bargaining agreements (CBAs), and organization policies, while supporting the implementation of payroll-related strategic initiatives. This is a key leadership role that requires collaboration across the organization with departments such as Human Resources (HR), Finance, and Information Technology (IT). Key Responsibilities
- Leading and managing end-to-end payroll processing for all staff
- Ensuring compliance with federal, state, and local payroll regulations, union CBAs, and internal policies
- Supervising payroll corrections, overpayment recoveries, and third-party vendor payments
- Maintaining precise payroll records and ensuring data integrity
- Preparing and delivering timely payroll reports to internal and external stakeholders
- Assisting in year-end activities, including W-2 processing
- Responding and resolving employee payroll inquiries
- Supporting audits and implementing system, quality and process improvements
- Collaborating with HR and Finance teams on cross-functional projects
- Supervising and mentoring payroll staff, including a Payroll Supervisor and Bookkeeper
Qualifications
A bachelor’s degree in accounting, Finance, or related field and Certified Payroll Professional (CPP) are required. A minimum of 4 years demonstrated experience with payroll tax compliance, coupled with in-depth knowledge of payroll laws and regulations, is essential to be successful in this role. Proficiency with Microsoft Excel and payroll software (e.g., Oracle HCM) with HRIS and payroll system integrations are a must.
Exceptionally keen attention to detail, analytical, and critical thinking skills are required.
