WSP is currently seeking a Lead Industrial Engineer (Rail/Transit Maintenance/Shop Facilities) to join our Rail & Transit Group, located at our Thornhill office, Toronto.  Reporting to the Project Manager, Yards and Shops this position will be responsible for undertaking feasibility studies, workflow analyses, and design projects associated with Yards and Maintenance Facilities.

RESPONSIBILITIES

  • Lead development of car house and shop designs to ensure that all required Operating and Maintenance (O&M) functions are properly accounted for and included in the design process. These functions may include:
    • Train operations (Transportation) staff areas
    • Revenue and non-revenue fleet storage
    • Revenue and non-revenue fleet inspection/servicing/maintenance
    • Revenue and non-revenue fleet overhaul
    • Component storage and overhaul
    • Track maintenance facility
    • Systems maintenance facility
    • Training facility
    • Service build-up/build-down capacity analysis between MSF and mainline
    • Safe and efficient internal roadways and walkways, to facilitate circulation of autos, trucks and pedestrians
    • Security needs
    • Safety needs
    • Seasonal issues (snow clearing, de-icing etc)
  • Owner and Stakeholder Reporting; including representing WSP at meetings, presentations and addressing issues raised by Owners/Clients;
  • Manage resolution of technical issues, in support of and in partnership with other project stakeholders;
  • Review and make recommendations regarding design work, the contractor’s quality of work, construction progress, schedule, payment application, requests for supplemental instruction, change orders, change directives, substantial performance and total performance of the work and claims.
  • Apply consistent and comprehensive methodology/approach to design deliverables and quality of design submissions to ensure submissions are prepared and verified in accordance with professional practice guidelines of industry and respective client design standards.
  • Accountable for the completeness and conformance of deliverables to specific project submission requirements and checklists.
  • Respond in reasonable and a timely manner in matters relating to the scope of work under their remit.
  • Ensure that all lessons learned from previous projects and those from the respective phases of the projects under their control are captured and reported upon.

QUALIFICATIONS

  • Professional Engineer (P.Eng.) licensed or eligible to be practiced in the Province of Ontario;
  • A minimum of 10 Years’ of direct experience in assessment and design of rail vehicle operations and maintenance and storage facilities (preference to subway systems);
  • Professional experience on projects in multiple phases of delivery; developing facility requirements, preparing conceptual layouts, and specifying shop equipment for vehicle maintenance and industrial facilities;
  • Ability to carry out analysis of maintenance, warehousing, and rail vehicle yard operations to develop improvements and optimization of processes to improve efficiencies;
  • Assess the techniques, equipment, and processes used in the maintenance of vehicles and develop and recommend more efficient processes using new or modified machinery or processes;
  • Examine the output of revenue service in subway yards and simulate future output requirements and constraints due to increasing service output demands;
  • Examine the maintenance needs of rail vehicles and define future storage and maintenance requirements;
  • Professional and educational experience related to the, design and construction of transit, commercial and municipal infrastructure, including but not limited to yard design operational and maintenance requirements, Maintenance Facilities, Mainline operational requirements, signals, bridges, grade separations and rehabilitation of transit facility building projects;
  • Experience and working knowledge of all related O&M processes which occur within an MSF, specific client practices and policies which relate to MSF design considerations, staffing practices, collective agreements and train control and communications for both MSF operations and mainline/MSF interface;
  • Experience in maintenance planning of rail transit projects including fleet and infrastructure maintenance practices and methods;
  • Experience in development of rail system documentation such as Maintenance Plans, Concept of Operations and Maintenance, System Performance and Failure Mode Analysis, Service Plans, etc;
  • Experience with business planning and strategy development of a rail service, including the development, negotiation, and management of Operating Agreements;
  • Understanding of the principles and practices associated with rail vehicle and infrastructure maintenance and of asset management practices;
  • Understanding of applicable regulations and policies impacting the rail and transit industries;
  • Understanding of typical MSF signaling/train control practices throughout all areas of MSFs including connection/isolation to mainline;
  • Knowledge of all systems, infrastructure, assets, facilities, and customer facing interfaces that comprise a transit system, and an understanding of the operational characteristics of yards, maintenance facilities, corridor, operation control centers, and all other elements associated with operating a safe and reliable railway;
  • Knowledge of Safety and Security certification processes;
  • Proven experience implementing maintenance improvement initiatives, and technology / asset improvements;
  • Project management experience, focusing on design, schedule development, constructability and staging plans during construction;
  • Experience dealing with construction activities relating to design changes and controlling verification/validation of the design process;
  • Experience managing contractor claims and project budget/cost control;
  • Experience in assisting in permit applications, property requirements and other approvals for the design process to proceed;
  • Experience in providing risk profiles and understanding of risk notification to support the design growth prior to construction activities commencing;
  • Professional experience in projects where there are different levels of government and where government agencies are the stakeholders;
  • Demonstrated experience in projects where there are different levels of government and where government agencies are the stakeholders;
  • Knowledge of Safety and Security certification processes;
  • Primary experience in urban rail and transit including demonstrated experience in the constraints of the rail right-of-way considered an asset;
  • Strong  computer skills, including Word, Excel, PowerPoint, Outlook, and Visio
  • Possess excellent communication skills, that offer a collaborative and interactive approach to clients needs and driving stakeholder needs to final resolution.
  • Strong presentation and report writing skills.
