ABOUT THE POSITION: As a key member of the Human Resources team, the Recruiter will provide full cycle recruiting services from talent sourcing and attracting qualified candidates, to interviewing and hiring employees. They will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization. The Recruiter will collaborate with hiring managers and Human Resources to determine job requirements and hiring criteria. They will provide support throughout the screening process and serve as a main point of contact for candidates.

**Effective 12/6/2021 all new hires to Compass Housing Alliance are required as a pre-condition of employment to be fully vaccinated for COVID-19 prior to their start date.

LOCATION: South Lake Union Neighborhood (Seattle, WA)

REPORTS TO: Director of Human Resources


SCHEDULE: Weekdays with occasional evenings as needed for special events. (HR business hours are 9am-5pm Monday-Friday)

SALARY RANGE: $20-26 per hour DOE

Sourcing & Recruiting

  • Develop, facilitate, and implement all phases of the recruitment process (from prospect to hire)
  • Develop and implement a proactive recruitment strategy with an emphasis on producing highly qualified, diverse applicants.
  • Collaborate with hiring managers to identify and draft detailed, accurate job descriptions and hiring criteria. Conduct recruitment strategy meetings with hiring managers.
  • Identify and implement efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
  • Continuously evaluate the effectiveness of current programs and process to make recommendations for improvement.
  • Create a focused strategy that addresses high volume recruiting needs for entry-level positions within a human services environment.
  • Support creation and management of requisitions in Oracle Taleo Applicant Tracking System (ATS).
  • Assist with job posting and advertisement processes.
  • Source and recruit applicants through a variety of sources (referrals, networking, and social media sites). Develop strategic copy for communications.
  • Leverage online networks and recruiting opportunities through sites like LinkedIn, Indeed, ZipRecruiter, Glassdoor, WorkSource, etc.
  • Act as a point of contact and build influential candidate relationships throughout the selection and onboarding processes.
  • Review and coordinate candidate applications, screen applicants, conduct phone interviews as needed. Refer qualified candidates to hiring managers and participate in applicant interviews as needed.
  • Schedule interviews; oversee preparation of interview questions and other hiring and selection materials.
  • Ensure that applicants are receiving regular communication and notification of their status in the review process.
  • Collaborate and coordinate with hiring managers and other HR staff during the (onboarding) process, identifying and recommending start dates, and other pertinent job offer details. Assist with conducting reference and background checks.
  • Follow-up with candidate once hired and placed within the agency.
  • Ensure compliance with federal, state, and local employment laws and regulations, and company practices and policies.
  • Participate in both in-person and virtual recruiting events such as college recruiting, industry conferences, career/job fairs, and other outreach activities.
  • Assist with creation and modification of standard advertisements, applications, and interview questions (including phone screen, in-person/video interviews, reference checks, etc.).
  • Support training/coaching hiring managers on recruiting/hiring best practices and procedures.
  • Maintain interview question banks that are both applicable and inclusive, for managers to utilize in screening to create a consistent candidate experience.
  • Develop, maintain, and present HR recruiting metrics.
  • Network with other recruiting industry members/organizations to stay up to date on best practices and related compliance standards.

  • Demonstrated competency in and familiarity with laws, regulations, and best practices applicable to hiring and recruitment.
  • Demonstrated knowledge of best practices in sourcing strategies for recruitment for a variety of roles, particularly through a diversity lens.
  • Hands-on experience with various selection processes and conducting job interviews (including in person and video interviewing, phone interviewing, reference check, etc.)
  • Proficient with or the ability to quickly learn Applicant Tracking Software (ATS), Candidate Management Systems (CMS), or other recruitment systems. Specific experience in MIP, Oracle Taleo ATS and/or DayForce, a plus.
  • Experience with online recruiting systems, such as Brazen, etc.
  • Skills supporting stakeholders who have various levels of experience in recruiting practices.
  • Ability to foresee potential obstacles and proactively identify solutions and resolve issues.
  • Ability to work independently, take initiative and use sound judgement.
  • Excellent interpersonal and customer service skills and ability to connect and communicate with various stakeholders (hiring managers, potential applicants, recruiting sources, other stakeholders).
  • Ability to work in fast-paced environment with frequent interruptions.

  • Ability and aptitude with technology necessary for successful day-to-day functioning in business environment including various databases, Microsoft Office Suite including Word, Excel, Outlook, etc., and Internet technology.


  • Work experience is a key factor for success in this role. In addition, success in this role requires a passion for knowledge and drive for continuing professional development or education. A degree or certification in, Business Administration, Human Resources, or related field would be seen a compliment to the required experience.
  • A minimum of 2 years’ experience in recruiting and sourcing, required.
  • 1+ years’ experience in a non-profit or government human/social services setting, desired.
  • Proven work experience providing recruiting services, either in-house or at a staffing agency, required.
  • Experience working in a high-turnover, variable hour industries (such as retail, social services), desired.
  • Awareness and/or training around issues of equity, intersectionality, and belonging.
  • Familiarity with topics of housing instability, mental health, substance use, sexual assault, and/or domestic violence, desired.
  • Valid WA driver’s license, proof of car insurance, and a driving record that meets Compass standards, required.

  • While performing the duties of this job, the employee is regularly required to talk and hear.
  • The employee is frequently required to stand, walk, use hands to finger/ handle/feel/type, and reach with hands and arms. Requires the ability to occasionally push, pull, lift and/or carry supplies up to 20 pounds.
  • Work takes place in an office environment where long periods of sitting, working on a computer, walking to various work areas, going up and down stairs, and standing are required.
  • Travel to program sites and meetings outside the office and around the county are necessary.

Mental efforts like attention to detail, interacting with others in-person and through email, using critical thinking skills to strategize, develop and implement business plans, create, and edit documents, listen, and participate verbally at meetings.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is normal. Compass programs are housed within a human services environment in the Greater Seattle area. Our diverse client/guest/resident community includes many single, formerly homeless adults who lack any family support system. Compounding the constraints of poverty, our community includes individuals who are physically and/or mentally disabled, persons living with AIDS, those who struggle with chemical dependencies, veterans, and vulnerable, elderly adults. This position is eligible for occasional remote work per manager approval.

Compass facilities are monitored with camera surveillance equipment for safety and security purposes. The cameras will generally be utilized only in public areas where there is not a reasonable expectation of privacy.
