CERTIFIED PAYROLL SPECIALIST

 

Meruelo Enterprises located in the city of Downey, CA is looking for a Certified Payroll Specialist to timely process company Certified Payroll Reports, monthly union trust fund reports and comply with all governmental and union regulations.

 ESSENTIAL DUTIES:

  • Manage reporting accounts with: LCP tracker, PRISM, e-MARS, OCPS, DIR, etc.
  • Prepares, reviews and verifies payroll records, benefit statements, employer training contributions, and apprenticeship paperwork to determine compliance with applicable rules and regulations.
  • Submit and monitor weekly submissions on each project for all companies.
  • Review/analyze each certified payroll record to ensure our company and all subcontractors are meeting compliance before submission.
  • Ensure all subcontractors are meeting each project requirement.
  • Identify and track discrepancies and create solutions to avoid issues in the future.
  • Ensure all new hires are complying with Skilled Workforce Requirements.
  • All necessary preconstruction documents: DBE Forms, DAS-140, DAS-142, Fringe Benefit Statements, etc., to ensure that we are fully compliant before the start of all projects
  • Submission of monthly reports (OCIP, CCIP, etc.).
  • Proactively interface with project managers, vendors and subcontractors regarding job contracts to ensure payments are not held up by outstanding compliance.
  • Communicate with Project Managers regarding non-compliant subcontractors.
  • Ensure we and all subcontractors are complying with all project requirements based on the job-specific work orders/subcontracts issued by the operations team.
  • Manage internal audits of projects to ensure all subcontractors are complying with project requirements.

 

EDUCATION/EXPERIENCE:

  • A high school diploma or GED equivalent is required.
  • Minimum 3 years’ experience implementing and monitoring a labor compliance program.
  • Must have experience with prevailing wage enforcement, analysis, and auditing skills.
  • Experience with Spectrum or related payroll software.
  • Proficient in state and federal labor laws, Wage and Hours regulations, and Union policies.
  • Proficient in Microsoft Word/Excel, Adobe, Blue Beam.
  • Experience with construction payroll, Prevailing Wage rules and regulations, DIR and Federal project requirements.
  • Knowledge of California State & Federal labor laws and Union Signatory agreements.

  • Ability to accurately enter data and perform mathematical calculations.
  • Ability to interpret complex information appropriate and effectively.
  • Possess a high level of interpersonal skills to handle sensitive matters and confidential situations.
  • Ability to deal with all levels of government and agency personnel.
  • Office Environment, temperature-controlled office; noise level in work environment is low.
  • Extensive sitting at desk and computer; some standing, bending at the waist, stooping, and reaching required; ability to lift 5-20 pounds occasionally.
  • Efficiently operate computer, calculator, copier, scanner, fax and other business office equipment.
