Title: Senior Strategic Information and Evaluation Advisor
Department: Strategic Information & Evaluation
Location: Head Office, Based in Maseru, Lesotho with travel to the districts (up to 30% of total time)
Reports To: Associate Director Strategic Information and Evaluation
How will you fight for an AIDS-free generation?
The Health Information System (HIS) Project aims to enhance data collection, management, and utilization within the healthcare sector to improve health outcomes. This role requires an experienced M&E professional who can ensure robust evaluation frameworks while supporting overall project management.
No two days are alike at EGPAF, but what can you expect as a Title?
Monitoring and Evaluation:
· Develop M&E plans, including indicators, data collection methods, and analysis strategies.
· Design and implement data quality assurance processes.
· Oversee Quarterly Data Quality Assessments (DQAs) for PEPFAR-supported Health facilities
· Support routine monitoring and supportive supervision of the national HIV response
· Strengthen the capacity of HIV and TB personnel on M&E at health facilities, districts, and national levels
· Support data use activities at national and district levels
· Support the local training institutions to incorporate M&E in their training and mentorship programs
· Support technical performance reviews that bring all stakeholders within the district as catalysts for district-level performance
· Analyze data and prepare reports to communicate findings to stakeholders.
· Support the development of impact assessments and evaluation studies.
Project Management Support:
· Collaborate with the project management team to ensure alignment between M&E activities and project objectives.
· Assist in project planning, budgeting, and resource allocation.
· Facilitate communication and coordination among project teams and stakeholders.
· Contribute to the development of project proposals and funding applications.
Capacity Building:
· Conduct training sessions and workshops on M&E methodologies for project staff and partners.
· Mentor junior staff in data collection, analysis, and reporting techniques.
· Promote a culture of learning and adaptive management within the project team.
Stakeholder Engagement:
· Liaise with the Ministry of Health, and other stakeholders to ensure alignment and support for HIS activities.
· Present Systems performance evaluation results to stakeholders and contribute to decision-making processes.
Team Leadership and Staff Management:
· Supervise the HIS Project M&E Team, providing leadership and mentorship to foster a high-performance culture.
· Conduct regular performance reviews, set departmental and individual goals, and implement a building plan for the M&E team
To be successful, you will have:
· A Master’s degree in Statistics or Demography OR Degree in Statistics & Demography/Public Health
· A minimum of 5 years of practical experience in data collection, compilation, analysis, and interpretation.
· Experience in the Lesotho health systems, particularly HIV and TB systems
Bonus points if you have:
· Excellent knowledge of the Lesotho health information system required
· Previous experience working with the MOH is advantageous
· Previous experience working with the eRegisters or DHIS2 is advantageous
· Ability and experience delivering training to participants who do not have a strong IT background.
· Experience in project management and familiarity with project management methodologies will be an added advantage.
· Excellent analytical and report-writing skills.
· Strong interpersonal and communication skills.
· Must be willing to travel 30% of the time throughout Lesotho
