Functional Specialist
The Functional Specialist serves as case managers for assigned litigation, investigation, FOIA,
and Congressional inquiry cases and provides much of the support for the litigation support
applications used by DLA that meet specific needs of the cases supported. Applies knowledge of
computer system principles, automated data processing functions, and software languages to
develop solutions to user requirements while converting and loading data files produced in
discovery into appropriate computer applications; and administers the eDiscovery application
servers used to support instances of litigation. Customize programs and applications to manage,
retrieve, and manipulate data to meet the specific needs of the cases supported and analyzes
complex application problems involving all phases of system analysis to provide resolution.
Understands application behavior in on-premises data centers and virtual environments to fully
utilize the benefit of eDiscovery technologies and provides expert advice on best practices
involving ESI. The Functional Specialist with work under the direction of the Task Order Project Manager.
Minimum Requirements: Five years relevant experience in e-Discovery required. Experienced
with COTS e-Discovery software to review and analyze data around litigation, investigations,
government requests, etc. Knowledge of governance and storage of Electronically Stored
Information (ESI) that is collected or copied from native locations in compliance with federal
laws including E-Government Act and Privacy Act. Expertise in governing information pursuant
to industry standards. Broad experience in the preservation of metadata. Project Management
certification is helpful but not required. Must possess IT-II security clearance or have a current
National Agency Check with Local Agency Check and Credit Check (NACLC) at time of
proposal submission. DoD Approved 8570 Baseline Certification Category IAM Level I
Minimum Education: BS or BA degree or four (4) additional years of related experience.
Highly Desired Skills: Certified eDiscovery Specialist (CEDS).
