BACKGROUND :  The Artificial Intelligence (AI)/Machine Learning (ML) investment is a combined O&M and RDT&E funded effort focusing on improving analytic enabling abilities and data-processing intelligence requirements. This is a scalable approach to increase analytic capabilities across the DIE to meet the growing data processing and analytic enabling requirements.  The focus of this effort is to provide the Defense Intelligence Agency (DIA) and Missile and Space Intelligence Command (MSIC), with a robust support contract to aid in the development, refinement, and integration of technology advancement services in the areas of and around AI & ML.

OBJECTIVES :  Provide a full range of data engineering and data science capabilities that enable advanced analytic capabilities that support the Directorate of Analysis and the entire MSIC mission set. In pursuit of its mission to support DI/MSIC, MSIC-4’s enabling of analysis and production must comply with the requirements set forth in Intelligence Community Directive (ICD) 203, “Analytic Standards.” MSIC-4 accomplishes its mission using data engineering and computer science teams with cross-functional expertise in topics including data science, data engineering, computer science and application prototype development. MSIC-4 is at the forefront of developing advanced capabilities and tools that comply with tradecraft requirements, enhance the rigor of intelligence production, and automated processes and capabilities.

RESPONSIBILITIES

  • Designs, develops, and applies a variety of decision analytics, mathematical and statistical techniques, data mining, modeling and simulation, and other analytic methods combined with military and / or IC judgment to address operational and planning challenges to facilitate senior leadership decisions.
  • Provides unique, and timely analysis on a range of pressing, operationally-focused issues using multi-source data in the context of inter-disciplinary techniques and methods.
  • Collaborates with MSIC personnel and shares leading practices and lessons learned in formal training events.

REQUIREMENTS

  • Provide ‘systems perspective’ to the design, operationalization, planning, and optimization of mulit-INT data flows and analytic workflows across multiple divisions and domain areas across MSIC.
  • Identify potential ‘bottlenecks’ in data flows and workflows across the MSIC enterprise with respect to technical implementations, processes, and existing capabilities.
  • Provide ‘system perspective’ in technical implementations of software and AI/ML solutions.
  • Provide expert guidance in integrating new software analytic capabilities into existing manual and/or automated analytic capabilities while minimizing inefficiencies and impact to analysts workflows.
  • Exceptional oral and written communication skills
  • Valid US Passport

  EDUCATION & EXPERIENCE :

Subject Matter Expert : Master’s Degree and twenty ( 20) years of experience with at least a portion of the experience within the last 2 years.

Team Members on task (CONUS and OCONUS assignments, some travel):
• Specific vision abilities required by the job may include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
• Team Members deployed to a combat zone must be physically able to live in austere conditions during off duty time that may include extremes in temperature, noise, and must not have any medical conditions that require access to uninterrupted power sources.
• Team Members deployed to a combat zone will be subject to hazardous conditions which may require them to wear a kevlar helmet, individual body armor and/or wear a gas mask for extended periods of time.
