BACKGROUND :  The Artificial Intelligence (AI)/Machine Learning (ML) investment is a combined O&M and RDT&E funded effort focusing on improving analytic enabling abilities and data-processing intelligence requirements. This is a scalable approach to increase analytic capabilities across the DIE to meet the growing data processing and analytic enabling requirements.  The focus of this effort is to provide the Defense Intelligence Agency (DIA) and Missile and Space Intelligence Command (MSIC), with a robust support contract to aid in the development, refinement, and integration of technology advancement services in the areas of and around AI & ML.

OBJECTIVES :  Provide a full range of data engineering and data science capabilities that enable advanced analytic capabilities that support the Directorate of Analysis and the entire MSIC mission set. In pursuit of its mission to support DI/MSIC, MSIC-4’s enabling of analysis and production must comply with the requirements set forth in Intelligence Community Directive (ICD) 203, “Analytic Standards.” MSIC-4 accomplishes its mission using data engineering and computer science teams with cross-functional expertise in topics including data science, data engineering, computer science and application prototype development. MSIC-4 is at the forefront of developing advanced capabilities and tools that comply with tradecraft requirements, enhance the rigor of intelligence production, and automated processes and capabilities.

RESPONSIBILITIES

  • Conduct data analytics, data engineering, data mining, exploratory analysis, predictive analysis, and statistical analysis, and uses scientific techniques to correlate data into graphical, written, visual and verbal narrative products, enabling more informed analytic decisions.
  • Proactively retrieves information from various sources, analyzes it for better understanding about the data set, and builds AI tools that automate certain processes.
  • Create various ML-based tools or processes, such as recommendation engines or automated lead scoring systems.
  • Perform statistical analysis, applies data mining techniques, and builds high quality prediction systems.

  REQUIREMENTS

  • Skilled in data visualization and use of graphical applications, including Microsoft Office (Power BI) and Tableau; major data science languages, such as R and Python; managing and merging of disparate data sources, preferably through R, Python, or SQL; statistical analysis; and data mining algorithms.
  • Prior experience with large data Multi-INT analytics, ML, and automated predictive analytics.
  • Maintain and extend existing software infrastructure to support machine learning and automation.
  • Possess proven work experience or formal training as a Software Engineer, Software Developer, or similar role.
  • Provide expertise in Python software development: (1) use GIT for software version control, (2) expertise in Agile development methodologies, (3) expertise in full software development life cycle (SDLC), (4) complies with industry standards and best practices, (5) writes well-designed, clean, testable, efficient, maintainable code.
  • Provides expertise in Docker: (1) uses Docker to build and run environments for services (either developed locally or pulled from external repositories) on local resources, (2) uses Docker Compose to configure collections of Docker containers to maintain existing software stack, (3) provides expertise in YAML for software configuration management.
  • Provides expertise in Python back-end software development: uses Python to extend existing software infrastructure with services that support machine learning and automation.
  • Provides expertise in software system design and integration:  Integrates software components into a full functional software system.
  • Provides expertise in DevSecOps: (1) Applies knowledge of DevSecOps to software development in Python for existing and new services, (2) Expertise in CI/CD pipelines.
  • Provide expertise in ATO/RMF for software Information Assurance.
  • Maintains and extends software documentation according to ‘best practices’: create technical documentation, flow charts, and specifications for reference, reporting, and security.
  • Exceptional oral and written communication skills
  • Valid US Passport

EDUCATION & EXPERIENCE :

Subject Matter Expert : Master’s Degree and twenty ( 20) years of experience with at least a portion of the experience within the last 2 years.

Senior : Master’s Degree and twelve ( 12) years of experience or Bachelor’s Degree and an additional five (5) years of related experience for a total of seventeen (17) years in lieu of a Master’s Degree with at least a portion of the experience within the last 2 years.

Mid Level :  Bachelor's Degree in a related field; Minimum eight (8) years of experience conducting analysis relevant to the position, with at least a portion of the experience within the last two (2) years.

• Team Members deployed to a combat zone must be physically able to live in austere conditions during off duty time that may include extremes in temperature, noise, and must not have any medical conditions that require access to uninterrupted power sources.
• Team Members deployed to a combat zone will be subject to hazardous conditions which may require them to wear a kevlar helmet, individual body armor and/or wear a gas mask for extended periods of time.
