Description

The Celestar Corporation has been issued an IMMEDIATE Task Order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we’re looking for a Senior Criminal Justice Reform Advisor who will be seated in Niamey, Niger. If interested and qualified, we welcome you to post for this challenging opportunity.
 
SECURITY CLEARANCE: A Secret security clearance is required for the position; however, the Advisor can begin work with an interim Secret clearance.
 
PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for four (4) follow-on Option Years.

BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State (DOS). The Office of Africa and Middle East Programs (INL/AME) is the designated lead for capacity building with criminal justice sector institutions in the Maghreb-Sahel, in particular with Mali, Mauritania, Morocco, Niger, Senegal, and Tunisia (henceforth “partner countries”).
 
PURPOSE
This Statement of Work is for a Senior Criminal Justice Reform Advisor (SCJRA). In Niger, INL is working to advance police, justice, and corrections reform. This position is essential to further INL goals in Niger through the provision of technical advising and technical assistance to U.S. Embassy Niamey and host government personnel, including law enforcement, justice, and corrections actors.
 
INL/AME and Embassy Niamey officials will provide substantive guidance to the SCJRA. Although the SCJRA does not fall under Chief of Mission authority, he or she is expected to abide by all U.S. Embassy rules, regulations, and guidance issued by the U.S. Embassy including but not limited to security, messaging, conduct, and professionalism. Niger is a High Threat Post, thus both contractor and contracting company will be required to abide by all Embassy security and discipline guidelines.
 
RELATIONSHIP 
The SCJRA will report to Celestar Corporation. The SCJRA works most closely with the US Embassy INL/Niger Director, Contracting Officer (CO), and Contracting Officer’s Representative (COR). The SCJRA shall maintain open, timely, and effective communications with the INL/AME Team Leader and, as appropriate, with the INL/AME Director and Deputy Director on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
 
LEVEL OF EFFORT
Hours for this position will be the core hours of U.S. Embassy Niamey Monday through Friday, with a minimum of 40 hours per week.
 
LOCATION
The physical work location for the SCJRA is located at the U.S Embassy Niamey, Niger.
 
TRAVEL
Both local and international travel is anticipated and required for this position:
  • Up to four (4) one-week trips within West or North Africa are expected each year. Additional trips may be approved for specific projects or travel with prior written approval from INL/AME.
  • Up to three (3) one-week trips to the United States are expected and will be covered by commercial airline through this order. Additional TDY trips may be approved for specific projects or travel with prior written approval from INL/AME.
  • Occasional travel within host country is likely.
  • Travel support on this order includes rental vehicles and drivers, interpreters (if needed), per diem, local cell phone and calling credit, or additional travel related expenses (hotel/per diem) associated with TDY status.
PRE-DEPLOYMENT SUPPORT
The Senior Criminal Justice Reform Advisor must participate in INL pre-deployment training for eight days and conduct consultations in Washington, DC, for two business days.
 
TRANSPORTATION
Transportation shall be for official business use only and is cost reimbursable as an other direct cost (ODC).
 
GOVERNMENT FURNISHED EQUIPMENT
DoS will provide the SCJRA with office space, computer, phone, and other required equipment and supplies necessary to complete all job requirements.  DoS will own and maintain all furnished property.
 
TRAINING
Mandatory training for DoS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. These trainings do not require INL Contracting Officer approval. Travel related training (i.e. FACT (CT650), HTSOS-C etc.), may be required, if applicable. The PM shall coordinate with INL/RM/GAPP to determine if applicable and if INL Contracting Officer approval is required prior. All other training requires INL Contracting Officer approval.
 
POSITION DESCRIPTION
The Senior Criminal Justice Advisor will assist INL to build the capacity of criminal justice sector institutions in Niger.  The SCJRA engages an communicates directly with INL/AME and the relevant U.S. Embassies and serves as an expert on a full range of criminal justice sector issues.  S/he will also serve as a resource to the U.S. Embassy and INL/AME on criminal justice sector issues.
 
DUTIES AND RESPONSIBILITIES
Reporting/Communication
:
  • SCJRA will implement a reporting system where SCJRA, U.S. Embassies and INL/AME will agree on timing and format for formal reporting and informal communication. These reports will assess host country corrections progress, track ongoing and upcoming projects, and provide advice to U.S. embassies for achieving U.S. policy objectives in the penitentiary sector. He/she will provide timely periodic reporting and analysis on the trends, policy considerations, key topics, and potential political implications of developments in the corrections sector and Ministry of Justice.
  • SCJRA will proactively collect, assemble, and analyze information on existing efforts and opportunities to strengthen existing engagement. All program ideas must be approved by the relevant U.S. Embassies and INL/AME. The SCJRA is not allowed to commit assistance to the host country on behalf of the U.S. Government.
  • Facilitate coordination and maintain an updated tool to coordinate U.S. criminal justice sector efforts including within the U.S. Government, relevant INL implementing partners, and the various bilateral and multilateral justice and corrections donors.
  • Obtain clearances on all documents as required by Department procedures.
Engagement with and mentorship of Nigerien criminal justice sector partners:
  • Assist the government of Niger, principally criminal justice sector leadership, through mentorship and advising as it undertakes and aims to institutionalize key policy reform. This includes through identifying and building on political will, providing guidance to make and sustain incremental progress, holding partners accountable for their commitments, and providing technical assistance relating to subject matter, management, and leadership challenges.
  • Encourage and facilitate regional collaboration between Niger and other countries in the Sahel and Maghreb, including through the G5 Sahel.
Program Coordination and Support:
  • SCJRA will support continuity, tailoring, and integration of corrections assistance into partner country, U.S. Embassy Integrated Country Strategy (ICS), U.S. Government strategies, and INL goals. The SCJRA will be responsible for working closely with Embassies Nouakchott and Niamey, INL implementing partners, regional government officials, and other donors to help integrate local realities and specific partner countries’ corrections goals into trainings and assistance activities.
  • SCJRA will increase the impact of activities through working with partner countries’ staff to understand training goals, develop concrete action plans during the trainings, and support implementation of these plans upon their return. As appropriate, the advisor will attend, participate, and support the trainings himself/herself.
  • Assist with organizing and participating in workshops, seminars, and exercises to develop plans/programs for implementation of corrections assistance in Mauritania/Niger and improve overall capacities to effectively modernize existing institutions.
  • Advise U.S. embassies in developing and engaging in new bilateral and regional initiatives. This includes overseeing the content of trainings to ensure adaptation to local needs and context and follow up on implementation of trainings, conferences, workshops, and events driven by host countries or INL regional programs.
MINIMUM QUALIFICATIONS
  • U.S. citizenship
  • Undergraduate degree from accredited institution
  • Eighteen (18) years demonstrated experience in implementation, policy, program design, program management, and coordination on international development programs. Such experience should involve planning, strategy, implementing, reporting, monitoring and evaluating, and familiarity with basic requirements for contract management and procurement. Of which, or additionally: 1) Five (5) years demonstrated experience working with the U.S. government, an international organization, or large international non-government organization in a policy/operational role involving criminal justice sector issues; 2) Five (5) years demonstrated experience working on governance or criminal justice issues (e.g. access to justice, judicial reform, law enforcement, and corrections); 3) Three (3) years demonstrated professional experience in a developing country, preferably in West Africa.
  • Maintain open, timely, and effective communications with the on- site supervisor and INL/AME resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
  • Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants. Due the last Friday of each month.
  • Provide a FINAL REPORT. This report shall be a summary of the last year, specifically estimating progress toward reaching the long-term goals of the position. It should also detail the results of each projected output, outcome, performance measurement, and impact.
  • Reports are expected to be provided electronically on a rolling basis; provided in an editable Microsoft Word document; provided in an editable format fifteen days before end of service.
  • Demonstrated experience in drafting complex, analytical briefing papers, memoranda, letters, and reports for senior-level officials or equivalent.
  • Demonstrated superior stakeholder engagement, interpersonal, and managerial skills.
  • Demonstrated excellent oral and written English communication skills.
  • Demonstrated working-level proficiency in Microsoft Office Suite.
  • Basic French proficiency.
PREFERRED QUALIFICATIONS
  • Masters of other higher education degree.
  • Demonstrated oral and written French proficiency at a professional working level
  • Substantive knowledge of and experience within African of rule of law or law enforcement programs.
  • Experience in civil law systems.
  • Previous experience monitoring or implementing U.S. government assistance programs.
  • Professional law enforcement, judicial, or corrections experience.
  • Previous experience in West Africa.

• Team Members deployed to a combat zone must be physically able to live in austere conditions during off duty time that may include extremes in temperature, noise, and must not have any medical conditions that require access to uninterrupted power sources.
• Team Members deployed to a combat zone will be subject to hazardous conditions which may require them to wear a kevlar helmet, individual body armor and/or wear a gas mask for extended periods of time.
