The Celestar Corporation has an IMMEDIATE to identify an INL Professional BPA – Deputy Program Manager to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). SECURITY CLEARANCE: Final Secret Level Clearance; All information must appear in JPAS - Investigation must be within scope (10 – Years)

 

DUTIES AND RESPONSIBILITIES
  • Serve as the secondary point of contact with INL
  • Assist the PM with all TPC employee supervision, providing completed deliverables, and assisting with resolving issues related to contract and BPA Call performance and attending meetings as necessary
  • Assist the PM and be responsible for ensuring that TPC personnel have a clear understanding of the expectations for performance of their duties as required by this BPA and subsequent BPA Calls and those personnel are aware of and comply with all policies, terms, and conditions applicable to them under the BPA
  • Assist the PM to maintain, as a deliverable, a staffing level of 95% or higher at least 100% of the time. (including those employees currently being processed by DS)
  • Respond to all communication from the INL CO within 8 business hours
  • Accurately report staffing levels in the weekly, monthly and annual reports
  • Obtain required security clearances 95% of the attempts
  • Successfully on-board personnel including VARs, badging, briefing
  • Submit deliverables on time 100% of the time
  • Handle quickly and effectively with contractor and subcontractor personnel issues
  • Hold and maintain all appropriate business licenses & comply with all respective country labor laws
  • Facilitate travel requests within one (1) day
  • Have appropriate work visas for contractor and subcontractor employees
  • As Key Personnel, the DPM shall be the secondary point-of-contact for the Contracting Officer (CO) to help resolve issues and perform other functions that may arise relating to the contract and BPA Calls issued under the contract; the DPM shall be given a Department of State ID badge
MINIMUM QUALIFICATIONS
  • U.S. Citizenship
  • Bachelors’ Degree from an accredited institution in a business administration or management field
  • Five (5) years of project/program management experience
  • Five (5) years of experience in managing Government contracts with professional and administrative support services
  • Strong organization and interpersonal skills, with excellent oral and written communication skills

Most positions require ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
Team Members on Task (CONUS only, minimal or no job-related travel):
• Work Environment: The noise level in the work environment is usually moderate.
• Office Type Environment with Temperature Control. May be exposed to chemicals related to office equipment. The noise level in the work environment is usually moderate. General office environment.
Team Members on task (CONUS and OCONUS assignments, some travel):
• Specific vision abilities required by the job may include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
• Team Members deployed to a combat zone must be physically able to live in austere conditions during off duty time that may include extremes in temperature, noise, and must not have any medical conditions that require access to uninterrupted power sources.
• Team Members deployed to a combat zone will be subject to hazardous conditions which may require them to wear a kevlar helmet, individual body armor and/or wear a gas mask for extended periods of time.
