As a result, we’re looking for a Sexual and Gender Based Violence (SGBV) Investigative Training Advisor who will be seated in the U.S. Embassy in Abidjan, Côte d’Ivoire. PERIOD OF PERFORMANCE: One (1) year from the start date with the option to exercise Four (4) periods. 

TRAVEL: Occasional travel in and around Abidjan is possible.  Occasional travel within Côte d’Ivoire and the region is likely and may be required as part of this position. 

LEVEL OF EFFORT: Hours for this full-time position will be the core hours of the U.S. Embassy in Abidjan, Côte d’Ivoire, Monday through Friday, 40 hours per week, 8 hours per day.

BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs of the US Embassy Belize (INL-B) are responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the U.S. Department of State (DOS). As part of U.S. Embassy Belmopan’s desire to strengthen the Belize National Forensic Science Service Laboratory (NFL), INL-B is providing technical assistance related to the handling, processing, and analysis of ballistics-related evidence. 

POSITION OVERVIEW 
You will mentor the SGBV Unit in Abidjan for a minimum of one year as the Ivoirian National Police seek to assimilate the new unit, investigators and procedures into the existing police operations.  

DUTIES AND RESPONSIBILITIES 
Keep the POL Office, RSO, DC-based INL Program Officer, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to SGBV matters. Provide subject matter expertise in the following areas:

Police Unit

  • During the first 30 days of contract, you will consult with the police in order to develop the curriculum and start training.
  • Develop policies and procedures in French for the newly developed unit
  • Within 6 months of contract award, develop and deliver training curriculum in French for identified deficiencies, including, but not limited to, identifying, collecting, securing and preserving evidence; forensic examinations and evidence collection; dynamics of SGBV; victim trauma; interviewing adult and child victims; investigative interviewing of offenders; victim services; case management; preparing a case for prosecution
  • Determine training needs for those who supervise SGBV investigators and develop and deliver such training
  • During the last 6 months of the contract award, the contractor will serve in a mentoring capacity as the police encounter and investigate cases.  
  • Recommend and help procure necessary evidence collection tools (basic evidence kits, sexual assault kits, cameras, etc.)
  • Evaluate compliance with existing laws
  • Review and identify areas where current laws criminalizing SGBV could be strengthened; and Develop an evaluation tool to assist in determining if desirable and sustainable changes occurred.

Community Outreach

  • Develop and plan outreach activities in French for police to sensitize the community about SGBV and to inform victims of their options when faced with SGBV. Activities should include a variety of social media campaigns which support the SGBV/Rape Crisis hotline.

Courts

  • Develop a program for future implementation to train local magistrates on best practices related to SGBV cases and build their capacities to hear such cases. 

MINIMUM QUALIFICATIONS 

  • A Bachelor Degree in a related field from an accredited institution 
  • Eight (8) years’ experience related to the legal profession, courts, criminology, and/or public administration, specifically in the field of SGBV investigations
  • Three (3) years’ experience in a Law Enforcement organization.  Preferred experience in leading and managing police operations or training in the US or overseas, specifically in the field of SGBV.
  • Two (2) years’ experience in senior management roles that include strategic planning, resource management, budgeting, oversight and evaluation, and active management of judicial or prosecutorial operation. 
  • Two (2) years of demonstrated experience in justice sector reform programs aimed at achieving U.S. rule of law and citizen safety objectives. 
  • Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation, and evaluation 
  • Strong verbal and written skills and ability to present and defend complex analyses and proposals concisely 
  • Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
  • Superior French (at the FSI 3-Speak/3-Read level) language communications skills
  • Proficient in Microsoft Office Suite

PREFERRED QUALIFICATIONS 

  • Knowledge of Ivoirian judicial system, including courts, prosecutors, defense attorneys, law enforcement, forensics, and law schools. 
  • Experience working and/or coordinating with other relevant U.S. government agencies (e.g., Department of Justice, USAID, etc.), the United Nations and host nation entities. 
  • Experience working with Justice Sector Reform programs. 
  • Experience in curriculum development and training

  1. Demonstrated ability working on SGBV issues with law enforcement and justice communities in West Africa.
  2. Ability to minimize the U.S. government footprint and, whenever possible, use the technical expertise of Francophone instructors. 
  3. Demonstrated capacity by contractor of available in-house resources to fulfill the proposal’s requirements.  If the implementer intends to use resources outside of its organization, the implementer should explain what it will do and why it is necessary.
  4. Demonstrated technical approach to include metrics associated with each objective which will measure whether change has occurred.

• Team Members deployed to a combat zone will be subject to hazardous conditions which may require them to wear a kevlar helmet, individual body armor and/or wear a gas mask for extended periods of time.
