POSITION: Senior Budget Analyst

DEPARTMENT: Administration

REPORTS TO: Director, Budget


PRIMARY FUNCTION: The Budget Analyst facilitates budget formulation, prepares analysis, budget justifications, budget execution, and other required reports to support resource management and inform resource decisions made by executive management.  

SPECIFIC DUTIES/ RESPONSIBILITIES: Duties and responsibilities noted below are considered to be the essential functions of the job.

  • Budget formulation, budget execution, and program budgeting and analysis, including the development of analytical and policy products that improve fiscal responsibility, accountability, and efficiency.
  • Works with program elements to prepare monthly spending plans.  Collaborates closely with internal shareholders to facilitate timely submissions.
  • Guides non-financial teams if needed to formulate monthly, quarterly, or annual budgets.
  • Prepares budget requests, including resource requirements and facilitating narrative justifications.
  • Monitors expenditures and obligations against plans, identifying trends and developing recommendations to address related issues or challenges.  Follow-up as necessary with involved parties to ensure costs are captured correctly.
  • Monitors staffing numbers against projections to determine the impact on spending plans. 
  • Prepares monthly budget status reports, including the SF-425 and required budget execution reports.
  • Assists in the preparation of the annual budget request to Grantor and Congress. 
  • Completes quantitative analysis and succinct, written analytical reports for consideration by executive management in making resource decisions. 

 

OTHER DUTIES:

  • The incumbent may be asked to perform additional duties and take on other responsibilities dictated by events, circumstances, and operational requirements.

QUALIFICATIONS/EDUCATION and/or EXPERIENCE REQUIREMENTS:

  • Bachelor’ degree is required, preferably in business or a related field.
  • 5-8 years of budgeting (or related) experience required.
  • Knowledge of the federal budget process; demonstrated experience with federal budgeting preferred.
  • Ability to manage priorities flexibly and excellent time management skills.
  • Knowledge of cost principles, accounting principles, and the ability to analyze comprehensive cost and pricing data. 
  • Excellent written, verbal, and interpersonal skills to build and maintain professional relationships at all levels, both inside and outside the organization.
  • Strong problem-solving and analytical skills.
  • Sound computer skills, including advanced Excel skills and Deltek Costpoint accounting software.
  • Able to maintain confidentiality in all business matters.
