          Senior Contracts Manager

 

Middle East Broadcasting Networks, Inc. is seeking a Senior Contracts Manager for our Administration department at our Headquarters office in Springfield, VA. 

The Sr. Contracts Manager is responsible for supervising assigned staff along with managing corporate contracts. Reporting directly to the Director of Global Administrative Services, the incumbent develops annual contracting plans and executes timely contracting actions in compliance with established procurement policies and procedures. The Senior Contracts Manager must work collaboratively with staff across the organization to understand business requirements and reflect those requirements accurately in contract documents, including but not limited to Requests for Proposals, Statements of Work, and related evaluation documentation. This position is both a supervisory role and full life-cycle contract management for assigned portfolio. Position is eligible for a hybrid work location by management approval.

 

DUTIES/ RESPONSIBILITIES:

 

  • Supervise, train and mentor staff.
  • Conducts annual performance reviews.
  • Develop annual and quarterly contracting plans for execution each fiscal year for senior management review and approval. 
  • Lead planning, including timelines and processes, for assigned contracting actions.
  • Develop requirements statements, evaluation methodologies, and price proposal formats for solicitation communications, including but not limited to formal Requests for Proposal (RFP) and Statements of Work, employing available templates and established procedures.
  • Identify potential vendors and/or sources for identified and approved business requirements through internal and external research. 
  • Collect and communicate business requirements effectively. 
  • Facilitate proposal evaluations, conduct cost and price analyses, and manage technical evaluation panels in compliance with internal processes and templates.
  • Draft all necessary contract documents using designed templates, assuring the inclusion of all provisions required by policy, regulations grant, and legal team.
  • Negotiate contract terms, pricing, and performance schedules as directed.
  • Ensure all contracting actions are in compliance with MBN procurement policies.
  • Communicate appropriately across the organization to ensure business requirements are met timely, appropriately, and in adherence to contract terms.
  • Maintain contract filing system, track contract terms, and ensure timely renewals and re-competes to sustain business requirements without interruption.
  • Monitor contract execution and initiate timely close-out procedures.
  • Report regularly on status and progress on contracting actions.  Ensure timely communication on existing or emerging issues.

OTHER DUTIES:

·         The incumbent may be asked to perform additional duties and take on other responsibilities as dictated by events and circumstances.

QUALIFICATIONS/EDUCATION and/or EXPERIENCE REQUIREMENTS:

  • BA/BS in Business Administration or related field.
  • 10 years of progressive Contract and/or Subcontract life-cycle management.
  • 2-5 years in a supervisory role.
  • Working knowledge of the Code of Federal Regulations (CFR) pertaining to contracts and procurement (other knowledge of Government Regulations will be considered in lieu of the CFR).
  • Sound negotiation skills.
  • Proven experience with issuing RFP’s, conducting Cost/Price Analysis and Source Justifications.
  • Strong critical thinking and analytical skills.
  • Superior attention to detail.
  • Excellent verbal and written communication skills.
  • Excellent customer service skills.
  • Advanced skills using Microsoft Office Suite (Excel, Word, PowerPoint).
  • Self-motivation with strong organizational skills.
  • Proven ability to successfully manage multiple tasks and pivot as needed in a deadline-oriented environment.
  • Strong work ethic.
  • Experience using an ERP system such as Deltek Costpoint, or similar software.
