Human Resources Manager

The Middle East Broadcasting Networks, Inc. (MBN) is seeking a Human Resources Manager, in our Human Resources/Administration Department at our headquarters in Springfield, VA. The HR Manager will partner with assigned departments using a collaborative approach to provide support, perspective and recommendations across a wide range of human resource issues, including recruitment and selection, employee relations, performance management, and compensation administration.

 

 

DUTIES/ RESPONSIBILITIES: Duties and responsibilities noted with bullets are considered to be the essential functions of the job).

  • Acts as internal consultant by analyzing and recommending solutions to human resource issues relating to assigned department and/or programs.
  • Ensures assigned departments/programs are in compliance with established policies and procedures.
  • Monitor and follow up HR systems such as Oracle HCM and ADP etc.
  • Day-to-day support of employee’s in assigned departments:  employee relations.
  • Provides guidance to employees and managers on company policy, and general employment issues both tactical and strategic; investigate and advise management in appropriate resolution of employee relations issues.
  • Coaches, counsels and guides managers before the implementation of employee disciplinary actions.
  • Partners with department leaders in terminations, promotions, and performance review.
  • Regularly assess the training and develop needs of assigned department(s) staff and coordinate and/or deliver the necessary training to address the needs.
  • Prepares management reports for purposes including headcount, staffing, salary planning, etc.
  • Ensures applicable tracking, compliance and reporting of HR related issues as required by applicable federal and state laws and MBN policies.
  • Assists HR Director in the coordination and support of key processes, including salary and budget planning, compensation, performance feedback, employee communications, succession planning and employee development.
  • Takes lead in process improvements within the department to enhance delivery of services.
  • Maintains tracking systems to reflect current status of open issues.
  • Coordination of benefits administration, and benefits-related events. 
  • Administration of FMLA/Disability leave with full understanding of related laws. 
  • Processes and audits monthly benefits invoices. 
  • Presents training sessions related to assigned program or section area. 
  • Conducts periodic audits of human resource activities to ensure compliance with policies and procedures. 
  • Assists with developing, coordinating and recommending changes for the improvement of workflow in the program or section area. 

OTHER DUTIES:

  • The incumbent may be asked to perform additional duties and take on other responsibilities as dictated by events and circumstances.

Candidates are required to have: 

  • A minimum of 4 years of experience providing direct support to assigned groups.
  • Bachelors degree.
  • Fluency in Classic Arabic desired not mandatory.
  • Current PHR or SPHR certification or willingness to obtain within 12 months.
  • Advanced proficiency in Excel and demonstrated skills in database management and record keeping.
  • Background in compensation and benefits administration.
  • Solid experience investigating and resolving employee relations issues; current knowledge of applicable federal and state labor laws.
  • Interpersonal and verbal communication skills to be able to provide advice and counsel to management, employees.
  • Experience in a multi-cultural, international workplace is a plus.
  • Organizational ability to manage and direct multiple priorities and programs within a tight timeframe. Must be able to adapt easily in a developing environment.
