Senior Accounting Technician

The Texas Municipal League Intergovernmental Risk Pool, a public entity risk pool providing property, liability and workers' compensation coverages to more than 2.800 local governments in Texas, is seeking a Senior Accounting Technician to work in our Finance Department out of our  main office located in Austin, Texas.

MAJOR DUTIES

·       Accounts Payable Duties

o   Processes administrative and claims checks.

o   Obtains and validates W9s using IRS TIN Matching and OFAC searches.

o   Maintains claims vendor files.

o   Prepares payment authorizations.

o   Reviews invoices for accuracy and processes for payment.

o   Reviews and verifies employee expense statements for payment.

o   Administers credit card program.

o   Performs other duties as assigned.

·       Accounts Receivable Duties

o   Downloads and processes lockbox payments.

o   Prepares daily cash deposits.

o   Balances and posts daily cash batches to the general ledger.

o   Enters deductible and retention charges.

o   Assists in preparing member statements for mailing.

o   Researches payment discrepancies.

o   Performs other duties as assigned.

·       Payroll Duties (Performed in a back-up capacity)

o   Administers Pool payroll: reviews time sheets and leave requests; processes monthly mileage reports for Pool automobiles; processes benefit, address, direct deposit, emergency contact, 457, and federal withholding changes; processes semi-monthly payroll, including check and eft payments; prepares and uploads administrative files for pension, deferred compensation and flex spending plans.

o   Prepares monthly, quarterly and year end reports and tax filings: TMRS, 941s, Texas Workforce Commission, W2s.

o   Coordinates annual workers' compensation audits.

o   Monitors, processes and prepares unemployment reimbursement claims.\

o   Other duties as assigned.

·       General Accounting and Finance Duties

o   Prepares and posts journal vouchers.

o   Maintains accounting records.

o   Responds to member, vendor and staff inquiries and requests.

o   Reviews purchase orders for processing.

o   Prepares account reconciliations.

o   Performs other duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

·       Knowledge of bookkeeping, payroll and basic accounting principles.

·       Knowledge of computers and job-related software programs.

·       Knowledge of customer service principles.

·       Skill in the management of files and records.

·       Skill in the analysis of problems and the development and implementation of solutions

·       Skill in the preparation of reports.

·       Skill in interpersonal relations and in dealing with members, vendors and employees.

·       Skills in oral and written communication.

SUPERVISORY CONTROLS

The Controller or designee implements supervisory controls including review of work.

GUIDELINES

Guidelines include department policies and procedures, federal and state employment laws, and workers’ compensation laws. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK

·       The work consists of related technical duties. Strict regulations, time sensitive deadlines, frequent interruptions and the need for accuracy contribute to the complexity of the position.

·       The purpose of this position is to provide technical support of departmental functions. Success in this position contributes to the efficiency and effectiveness of departmental operations.

·       Contacts are typically with vendors, Pool members and employees.

·       Contacts are typically to provide services, to give or exchange information, or to resolve problems.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

·       The work is typically performed while sitting at a desk or table or while intermittently sitting, standing or stooping. The employee occasionally lifts light and heavy objects.

·       The work requires attention to detail.

·       The work requires the ability to prioritize tasks and work independently.

·       The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

None.

MINIMUM QUALIFICATIONS

·       Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

·       Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an associate degree in accounting, finance or experience working in a similar position for three to four years.

·       Relevant education will be considered in lieu of experience.
