Requirements Analyst (Engagement Action Officer - Journeyman)

Location: NCR (Hybrid: Onsite and Telework) 

Clearance: TS/SCI 

Education: BA/BS (or a AA/AS plus 4 years of additional years of related work experience) 

Outcomes: 

The successful candidate is expected to accomplish the following outcomes during the first year in the position:  

  • Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request. 

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks. 

  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation. 

  • Master position tasks within 60 days and exceed requirements within 90 days. 

Responsibilities: 

The Requirements Analyst supports the creation, optimization, and implementation of Requirements Management Processes/Workflows. Provides in depth understanding of DoD operations to help inform and support requirement submission assessments, governance and management of the requirements lifecycle. Refines enterprise requirements management processes through stakeholder strategies, engagement and collaboration. Supports the evaluation and understanding of submitted requirements and requests for MPE Technical Capabilities and Internal CDMX initiatives. Identifies risks to the Requirements Management processes and develops mitigation strategies to better support SAF/CDMX customers. Supports process and tool education. Conducts basic ServiceNow administration, education, integration, optimization, and reporting of Key Indicators and Metrics for SAF/CDMX. Per section 1.3.11 of the PWS, the specific responsibilities include but are not limited to: 

  • Provide expert recommendations, as required, to assist in the activities supporting the MPCO Requirements, Planning & Programming Branch and MPCO's MPE Requirements Management Process 

  • Perform Systems Engineering, Change Management, Knowledge Management, and Project Management activities to include Analysis of Alternative (AoA) research in support of requirements analysis; development, production, and documentation of operational requirements with stakeholders;  

  • Staff, track, monitor, and coordinate requirements and other related tasks using the Joint Capabilities Integration and Development System (JCIDS) and Ad Hoc procedures to document Key Performance Parameters (KPP), Key System Attributes (KSA), and Additional Performance Attributes (APA), as well as other functional requirements. 

  • Make recommendations for the prioritization of requirements with consideration of Joint Staff (JS) prioritizations and current MPCO technical implementations. 

  • Provide analysis, recommendations, and development of the MPCO Enterprise Requirement Management (RM), US BICES-X Enterprise RM, and other MPCO associated and collaborative process.  

  • Coordinate and manage the collection of all MPCO Enterprise RM submissions, to include US BICES-X Enterprise submissions 

  • Facilitate the prioritization, validation, and approval/disapproval process for submitted requirements. 

  • Provide and ensure all MPCO’s customers, stakeholders, and staff are familiar with the RM process, develop updated processes for review, and plan future RM projects and processes, as necessary or when directed. 

  • Perform IT project management in support of network and systems engineering activities to include research in support of requirements analysis. 

  • Translate operational requirements into functional and performance requirements.  

Qualifications: 

  • The candidate must have the following qualifications: 

  • Minimum of five (5) years of related work experience,  

  • Minimum of four (4) years of specific functional experience in support of a DOD component. 

  • Understanding of DOD operations, structure, and functions., including familiarity with joint military operations, command structures, and interagency coordination. 

  • Engage with internal and external stakeholders to foster collaboration, build partnerships, and advance mutual interests. 

  • Proficiency in project management methodologies to effectively plan, organize, and execute operational initiatives. 

  • Capable of overseeing work of others. 

  • Ability to communication verbally and in writing with the highest levels of management. 

  • Familiarity with defense acquisition regulations and processes. 

The following qualifications are desired: 

  • Preferably, a background in military operations or experience working within the DOD to understand the unique operational environment and culture.  

  • Experience in Operational Support, providing support to senior staff in planning, coordinating, and executing operational activities, including logistics, scheduling, and resource management  

  • Ability to develop strategic sourcing strategies to achieve operational efficiencies. 

  • Ability to communicate between different organizational units, personnel, and external entities to ensure cohesive engagement efforts and information sharing. 

  • Ability to assess operational risks, develop risk mitigation strategies, and contribute to operational continuity planning. 

  • PMP
