Capability Integration SETA SPC (Senior) (Operations & Plans SPC)

Location: NCR Pentagon (Telework eligible) 

Clearance: TS/SCI (Able to start with TS/SCI Eligibility) 

Education: MA/MS in a national security, geopolitical, or international-related field (or a BA/BS plus an additional 4 years of related work experience) 

Outcomes: 

The successful candidate is expected to accomplish the following outcomes during the first year in the position:  

  • Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request. 

  • Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks. 

  • Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation. 

  • Master position tasks within 60 days and exceed requirements within 90 days. 

Responsibilities: 

The Capability Integration SETA Specialist (Senior) develops, implements, and sustains analysis processes in the following areas: monitoring and reporting, decision making tools and support, implementation planning, integration support, organizational studies, plans and policy, and adaptive synchronization and collaboration Per section 1.3.1.2 of the PWS, specific tasks and responsibilities include, but are not limited to: 

 

  • Provide organizational monitoring and reporting.  

  • Collect and analyze cost, schedule, and performance data on designated subordinate programs, projects, and developmental activities to prepare and provide detailed reports to CDM senior leaders and/or other entities, as requested. Analyze and identify trends to support resource planning, as required (RR# 20). 

  • Provide Subject Matter Expert (SME) expertise in organizational assessment.  

  • Gather and analyze organizational data for continuous feedback for business process improvement initiatives to CDM Mission Integration branch.  

  • Provide recommendations/feedback on operations, planning, and implementation effectiveness and performance across the mission essential functional areas within the organization and present findings to senior leadership, as necessary (RR#21). 

  • Compile both qualitative and quantitative data reports for project monitoring and reporting. 

  • Manage Excel databases and produce tables and graphs suitable for external audiences. 

  • Communicate complex data and provide technical assistance on monitoring and data collection. 

  • Management or strategy consulting, including: research, evaluations, studies, analyses, scenarios/simulations, reports, industrial policy and regulation development assistance, strategy formulation, and expert witness support. 

  • Prepare and/or present studies and papers in academic or professional events/forums. 

  • Facilitate, validate, analyze, report, prepare and deliver stakeholder briefings. 

  • Develop and apply intelligence and market analysis methodologies. 

  • Offer new research questions appropriately. 

  • Synthesize market and financial information to inform national security decisions. 

  • Analyze the impact of economic and commercial industry activities to national policies. 

  • Provide policy recommendations to DAF and DOD stakeholders. 

Qualifications: 

The candidate must have the following qualifications: 

  • Minimum of ten (10)+ years of related work experience. 

  • Minimum of six (6) years of specific functional experience in the following areas:  joint intelligence planning, all-source analysis, support of expeditionary task forces, and direct experience in development of wargames and table-top exercises in support of a DOD component. 

  • Excellent written and verbal communications skills at all levels of delivery. 

  • Familiar with project management methods and concepts. 

The following qualifications are desired: 

  • Experience in drafting or updating doctrine or policy is desirable. 

  • Understanding of foreign government policies related to economic, fiscal and trade functions; industrial policy and the industrial base in manufacturing, defense, quantum and digital technology sectors; and geostrategic operations. 

  • PMP certification. 

Travel: Some local and TDY travel may be required, less than 10%.
