POSITION SUMMARY:

The Grants & Compliance Officer is an integral member of the Grants Administration and Compliance (GAC) team, reporting to the Senior Manager, GAC. The Grants & Compliance Officer: (1) provides support to program implementers for US Federal and non-Federal awards (compliance, new proposal development, award and post-award modifications, procurement, subcontracting, and subgrant-making) in accordance with the awards’ terms and conditions as well as other applicable regulations, (2) assists in modernizing, maintaining, and educating Freedom House staff on grants administration and compliance policies and procedures, and (3) assists in managing the grants and subgrants components of the Jamis Prime Enterprise Resource Planning (ERP) System.

PRINCIPAL DUTIES, RESPONSIBILITIES, AND EXPECTATIONS:

  • Instruct, assist, and facilitate the administration of all US Federal and non-Federal awards through pre-award, implementation, and post-award cycles in accordance with federal, donor rules and regulations, and Freedom House policies and procedures.
  • Collaborate with GAC team to update, modernize, and maintain grants administration and compliance policies, procedures, tools, templates and trainings to be in compliance with current industry standards.
  • Work with the international program teams, business development, and applicable support staff to develop financially viable and compliant budgets for new proposals and post-award modifications, ensuring they conform to Freedom House standards.
  • Collaborate with staff to ensure proper methodology, documentation, procedural guidelines are adhered to for the procurement of goods and services, subcontracting of grant activities, and when subawarding to other NGOs/entities.
  • Help to train and advise staff on proper award management and compliance in accordance with donor/sponsor specific terms and conditions and other regulations.
  • Conduct regular program portfolio reviews to ensure compliance with applicable regulatory requirements, including internal policies, in collaboration with Grants &
  • Business Operations Managers/Senior Managers.
  • Coordinate with Grants & Business Operations Managers/Senior Managers to ensure quarterly and annually required financial reports are compiled and properly submitted to both external funding agencies and regulatory bodies as required.
  • Coordinate with project implementation teams to ensure close-out of grants and contracts are in line with donor/sponsor, and Freedom House requirements.
  • Stay informed on industry requirements, updates to regulatory and compliance requirements that impact Freedom House’s business and participate in related trainings.
  • Assist in managing the grants and subgrants modules in Freedom House’s Enterprise Resource Planning system, Jamis Prime, ensuring data integrity and information accuracy.
  • Support the Finance, Controller and international programs teams in preparing for and responding to external audits.
  • Oversee the development and maintenance of GAC’s SharePoint page.
  • Maintain an up-to-date library of GAC policies, procedures, tools and templates.
  • Other related duties as assigned, including assisting with new projects and initiatives, and handling ad-hoc grants/subgrants administration requests.

QUALIFICATIONS:

Education:

  • Bachelor’s degree in any analytical discipline is required.
  • Master’s degree is preferred.

Experience:

  • Three or more years of broad USG grants administration including engagement with affiliate field office.
  • Experience with US Department of State and USAID grant management.
  • Three or more years administering subcontracts and subawards.
  • Three or more years in a mid-size ($20+ million in annual expenditures), international non-profit organization preferred.

Technical Skills and Abilities:

  • Thorough understanding of OMB compliance regulations, including 2 CFR 200.
  • Familiar with enterprise accounting software such as Jamis Prime, and the MS Office suite of applications, including SharePoint.

  • Salaries are commensurate with experience and based on pay grades that prioritize equity across the organization. Salary range for this role is $73,500 - $82,000.
  • Travel to some countries, for business or in some cases personal reasons, while a Freedom House employee, may not be advisable or even possible due to high security risks.
  • Candidates must possess authorization to work in the United States independent from Freedom House sponsorship.
