Monitoring and Evaluation Officer

Freedom House’s Latin American and Caribbean (LAC) team seeks a Monitoring and Evaluation Officer. The Monitoring and Evaluation Officer provides technical support for LAC monitoring and evaluation efforts, including assisting and advising program staff—both in D.C. and in the field— with monitoring and evaluation (M&E) related aspects of proposal development, project start up, reporting throughout implementation, and end-of-project reviews.


  • Creation, Maintenance, and Implementation of M&E systems
    • Responsible for all aspects of M&E for the LAC Program: designing and updating M&E plans; operationalizing M&E systems; and creating data collection tools, processes and methodologies to meet best practices and standards, including in insecure environments and/or with vulnerable populations.
    • Manage databases of each project in the LAC portfolio, and plan and implement regular improvements to the database design and entry processes.
  • Analysis and Reporting – 
    • Conduct quality spot checks and regularly analyze data results and trends for internal and external reporting.
    • Assist program staff in meeting reporting requirements, including M&E narratives, indicator tracking, data visualization, social network analyses of local partners, end-of-project reviews, and other products for both internal and external use.
    • Respond to data requests from Freedom House staff, donors, and others in a timely manner.
    • Provide reporting support and compile data needed for both grant closeout and business development.
  • Training and Support for LAC Program Staff and Partners
    • Support program staff facilitating project design sessions to develop theories of change, logframes, and logic models, and identify expected results and benchmarks to track during project implementation.
    • Lead development of pre- and post-workshop evaluations to gauge participant learning and identify improvements for future sessions.
    • Train and advise program staff in the use and implementation of M&E tools and processes, including the efficient use of Excel and other M&E programs.
    • Assist program staff in briefing sub-grantees and partners on evaluation processes.



  • Bachelor’s degree in social sciences, research methods, international affairs, international developments, or a related field.
  • Master’s degree in related field or its equivalent preferred.


  • At least four years of directly related experience in developing, implementing, and managing M&E activities of international development programs, preferably in Latin America.
  • Familiar with human rights and/or democracy-related issues in Latin America .
  • Experience conducting Social Network Analyses research is a plus.
  • Experience working with US government grants, cooperative agreements and similar funding mechanisms is preferred.

Skills and Competencies

  • Strong ability to communicate effectively in English and Spanish, both verbally and in writing.
  • Demonstrated knowledge of and skills with MS Excel/spreadsheet functionality (e.g., pivot tables, vlookup, charts/graphs) is required. Familiarity with both qualitative and quantitative data analysis software, such as SPSS, STATA, R, NVivo, or Dedoose, preferred.
  • Demonstrated skills in both quantitative and qualitative data collection and analysis methods, and with data visualization.
  • Familiarity with responding to donor and funding agencies’ evaluation policies and reporting requirements.
  • Capable of being the primary M&E technical expert for multiple projects.
  • Familiarity with advocacy evaluation, participatory research methods, network analysis, or mapping/geographic information systems.
  • Experience supporting staff to achieve programmatic results, including ability to coach and mentor team members, and provide leadership to collaborative teams.
  • Proven outstanding project management skills from design through implementation, evaluation, and close-out, including work planning, process management, budget management, staff management, and donor relations.
  • Interpersonal skills and cultural sensitivity to interact effectively and diplomatically with individuals at all levels of the organization, as well as externally both domestically and internationally.
  • Ability to create, adopt and implement M&E guidance and protocols to apply in complex environments.
  • Strong ability to plan, organize, prioritize work, and multi-task to meet tight deadlines.
  • Superb attention to detail and propensity to complete work accurately with a focus on quality.

  • Candidates must possess authorization to work in the United States.
  • Physical requirements: Sedentary, regularly required to sit for extended periods of time; constantly talk, hear, and understand speech at normal levels using a telephone. Occasionally required to stand, walk, and bend over, reach overhead, use hands, wrists, and fingers, to grasp, push, pull, move, handle, feel, and type. Constantly required to use close vision and distance vision for regular computer work. Occasionally required to lift and/or move up to 25 lbs. to waist height.
  • General working conditions: General working office environment. Some long hours, including evenings and/or weekends as reasonable, to complete essential tasks or attend important events and to be responsive in a timely manner to emergency assistance requests. Travel to event and meeting sites. Exposed to outside weather conditions when required to attend event venues or travel.
