Position Summary 

The Associate Director for Policy is responsible for assisting the Deputy Director of Policy, Director of Policy, Director of Government Affairs, and Senior Director of Policy and Strategy in supporting Community Catalyst’s state and federal policy agenda. 

The Associate Director will take direction from the Deputy Director of Policy and oversee the implementation of the policy goals of the organization. The individual in this position will need to work with colleagues across the organization, identify points of connect between various initiatives, and improve how we coordinate and collaborate within the organization. 

Below are the key responsibilities for this position. However, the scope of the job responsibilities will likely evolve as the Senior Director, Directors, and Deputy Director identify the best way to support and expand our policy footprint. 

Supervision

 

The Associate Director is supervised by the Deputy Director of Policy. 

 

Responsibilities: 

  • Partners with the Deputy Director of Policy, Director of Policy, Director of Government Affairs, and Senior Director of Policy and Strategy in development of Community Catalyst’s state and federal policy agenda, including efforts that are centered in community leadership. 

  • Helps prepare and lead execution of the policy team workplan, including developing structures and processes for managing staff across the team to ensure fidelity to the work plan.   

  • Develops and maintains expertise in key health policy areas, including individuals who are dually eligible for Medicare and Medicaid, home and community-based services, family caregivers and the caregiving workforce, and serves as an advisor and thought partner as needed on key policy issues at the state and federal level. 

  • Builds and maintains strategic relationships and represents the organization with policymakers, funders and state, national and community-based organizations as needed. 

  • Works with program directors and staff to support partner organizations and identify and address policy-related technical assistance needs. 

  • Manages policy analysts and senior policy analysts, including their professional development, and contributes to cultivation of team culture. 

  • Supports the development and drafting or funding proposals and reports as requested.  

  • Conducts and coordinates analysis and response to state and federal legislative and regulatory proposals. 

  • Writes issue briefs, blogs, memos and other materials to help educate policy makers, advocates and other audiences on key issue areas. 

  • Leads the planning for the annual Policy and Strategy Team retreat, with support and engagement from individuals across the team. 

  • Performs other duties as necessary to achieve the goals of the policy team and the organization. 

 

Qualifications

Required Qualifications: 

  • Bachelor’s degree plus at least 10 years relevant work experience in health policy. 

  • Demonstrated understanding of the needs of the programs and partners and proven ability to address those needs.  

  • Demonstrated ability to apply lessons from partner engagement and state experiences to inform and shape ideas within and across programs.  

  • Demonstrated knowledge of health policy issues and the understanding of the connections between state political environments and effects on advocacy and policy campaigns. 

  • Demonstrated professional or lived experience and expertise related to: 

    • individuals who are dually eligible for Medicare and Medicaid,  

    • home and community-based services,  

    • family caregivers and the caregiving workforce 

  • Proven skills in relationship development. 

  • Commitment to health equity, racial justice and experience in social change activism.  

  • Understanding of the federal policy landscape and trends and the federal policymaking process. 

  • Exceptional organization, written and oral communication skills.  Ability to oversee multiple tasks with high attention to detail. 

  • Demonstrated program management and oversight experience. 

  • Versatile team player with strong collaboration, conflict management and management skills.  

  • Ability to travel on average 3-5 times a year. 

Preferred Qualifications: 

  • Demonstrated professional or lived experience and expertise related to: 

    • eHealth Innovation – for example, an understanding and interest in how to improve enrollment into Marketplace, Medicaid, Medicare and DSNIP plans, and the intersections of health policy and artificial intelligence 

    • Health care system financing – for example, the impact of private equity and consolidation on health care quality, access, and affordability 

    • Pharmaceutical policy 

  • Demonstrated experience drafting grant reports and other deliverables. 

  • Supervision experience.   

 

Salary & Benefits

  • Salary Range:  $95,000-$105,000

  • Generous paid time off policy

  • Location: Remote position, some flexibility in supporting different time zones will be required   

This is a Full time, Exempt position.
