Position Summary 

Community Catalysts’ Senior State Advocacy Managers work in more than 40 states to build community leadership and strong, organized community partnerships to shape health policy at the federal, state and local levels. Working with state and local partners, we develop effective state-based advocacy networks and leverage their influence for multi-state and national impact, working intentionally to build community power and advance a broader movement anchored in race equity and health justice. This position will work specifically as a part of the Dental Team at Community Catalyst.

 

In the Senior State Advocacy Manager role, you will manage relationships with state and community-based advocacy organizations throughout the country, providing capacity building and technical assistance support to build organizations’ capacities in campaign development, communications, coalition and stakeholders alliance, policy, grassroots organizing, resource development, and power building. You will manage a portfolio of local, tribal, state and national partners who are running health advocacy and policy campaigns to advance health justice. You will offer strategic coaching to partners to support them in power building and organizing to drive policy change. You will support partners in grounding their campaign work in community knowledge and centering people most impacted by health inequities in their policy and advocacy strategies.

 

You will create advocacy toolkits, facilitate learning webinars, and help craft the narrative of our work to advance health equity. You will be a solutions-oriented team player, a strong facilitator, and have the ability to take initiative within your scope of work. Ideally, your experiences will be grounded in power building and organizing and you will have a deep commitment to racial equity and anti-racism. 

 

This position is included in a collective bargaining unit represented by a staff union, Community Catalyst United, and specific employment terms is subject to a Collective Bargaining Agreement. 

 

Supervision

The Senior State Advocacy Manager is supervised by the Senior Project Manager on the Dental Team.

 

Responsibilities

  • Manage a portfolio of low, moderate, and high touch relationships with local, tribal, state and national community partner organizations across the country, including day-to-day interactions, design and development of supportive resources and longer-term strategies, and supporting policy advocacy efforts.
  • Assist local, tribal, state and national partners to implement advocacy campaigns with a special focus on organizing communities and creating advocacy campaigns around health policy issue areas. This will require nimbleness and thinking ‘outside the box’ to weave together policy-heavy topics that may not easily lend themselves to advocacy campaigns.
  • Work with partners to ensure a race equity and power-building lens throughout their campaign work.
  • Communicate with colleagues to provide timely project updates, coordinate capacity building requests from partner organizations and assist with project management tasks as assigned. 
  • Build the capacity of state-based and grassroots organizations to advocate for policy and systems change through coaching, facilitating peer-to-peer learning, and by connecting partner organizations to issue experts at Community Catalyst and our national partners. Areas of support include issue campaign planning, coalition-building, grassroots organizing, strategic communications, policy strategy, financial sustainability and organizational development, all with a strong lens of racial justice and anti-racism.
  • Participate in strategies to support centering anti-racism and health equity in Community Catalyst's work. At different times, this may include participating in formal or informal Community Catalyst teams or committees, conducting public speaking, leading workshops and conference calls, providing technical assistance and developing tools about health equity.
  • Plan and facilitate learning community calls and create advocacy toolkits for partner networks.
  • Actively participate as a member of internal Community Catalyst teams, including helping to plan our annual conference and serving on our technical assistance provider team.
  • Provide written contributions to grant proposals and funder reports, as needed.
  • Additional duties as assigned. 

 

Qualifications: 

Required 

  • Bachelor’s degree plus 4 years relevant work experience or 6 years relevant work experience
  • Experience in grassroots organizing, advocacy or campaign planning, and partnering with diverse coalitions and stakeholders 
  • Experience managing or working on policy issue campaigns at the state or federal level
  • Experience providing capacity building support/technical assistance, coaching, and/or training
  • Proven skills in developing sustainable relationships and collaborations, including a demonstrated ability to appreciate and adapt to different cultural communications norms and styles
  • Ability to translate policy-heavy information and goals into organizing and/or advocacy campaign opportunities
  • Ability to convey complex information verbally and in writing so it is easily understood by diverse audiences
  • Ability to manage several projects at once, respond to tight timelines, pay attention to detail, and operate effectively and collaboratively
  • Demonstrated commitment to health justice and equity, and racial justice

Preferred

  • Experience managing or participating in health policy issue campaigns that involve robust opposition, including from well-funded industry groups
  • Knowledge of health care policy, particularly oral health policy
  • Lived experience in the above-mentioned issue areas

 

Salary & Benefits

  • Salary Range: $76,000 - $85,000

This is a Full time, Non Exempt position.
