Chief Inspector/Resident Engineer

About the Role

We are seeking a Chief Inspector / Resident Engineer (PE) to lead field inspection services for a municipal capital improvement program supporting the rehabilitation of City-owned public facilities in Mount Vernon, NY. The selected candidate will oversee construction inspection activities for projects involving structural stabilization, building envelope rehabilitation, and modernization of building systems across several municipal facilities, including community centers, fire stations, and civic buildings.  This role will serve as the City’s on-site representative during construction, ensuring work is executed in accordance with contract documents, codes, and engineering standards.

Scope of Work

The Chief Inspector will support a program of engineering and construction oversight services for rehabilitation of municipal structures. Projects may include work at facilities such as:

•     Community centers  
•     Civic buildings  
•     Fire department facilities
•     Other municipal service buildings
•     Typical construction activities include:
•     Structural stabilization and reinforcement
•     Masonry restoration and building envelope repairs
•     Roof repair or replacement
•     Window and door replacement
•     HVAC, electrical, and plumbing system upgrades
•     ADA accessibility improvements
•     Hazardous materials mitigation and life-safety upgrades

The Chief Inspector will lead daily field oversight, ensuring construction activities align with the Conditions Assessment Reports and project specifications while maintaining quality, safety, and schedule compliance.

Key Responsibilities

•     Lead and supervise construction inspection staff and field engineers.
•     Act as the primary on-site representative coordinating with the City’s Project Manager and contractor teams.
•     Monitor construction progress and verify contractor compliance with plans, specifications, and codes.

•     Oversee inspection of structural repairs, masonry restoration, building envelope systems, and MEP upgrades.
•     Review shop drawings, submittals, RFIs, and construction documentation.
•     Maintain daily inspection reports, progress documentation, and field records.
•     Verify contractor quantities and support payment applications and change order evaluations.
•     Coordinate field testing, materials inspections, and quality assurance activities.
•     Identify and evaluate structural hazards or emergency conditions and recommend stabilization measures when necessary.
•     Ensure compliance with safety regulations and municipal project requirements.

Minimum Qualifications

•     Bachelor’s degree in Civil Engineering, Structural Engineering, or related discipline.
•     Licensed Professional Engineer (PE) in the State of New York.
•     Minimum 15-20+ years of construction inspection or construction management experience  
•     Demonstrated experience with municipal building rehabilitation or capital improvement projects.
•     Expertise in structural repairs, masonry systems, building envelopes, and coordination of MEP upgrades.
•     Experience leading inspection teams and managing field operations.
•     ICC Structural Inspector or NICET Construction Inspection
•     OSHA 30-Hour Construction Safety
•     NICET Construction Inspection

Location Requirement:  Candidates must be located within 35 miles of Mount Vernon, NY and available for on-site project oversight.

Compensation
•    The good-faith salary range for this position is $70-$95 per hour, depending on experience, qualifications, and client requirements.
•    Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
