For nearly four decades, PACO Group has helped the MTA guide complex capital and technology programs from concept to completion. We are now recruiting an accomplished Change Management Lead to drive the people-side of the MTA’s Enterprise Asset Management (EAM) Improvement Program. In this role you will architect and deliver an organization-wide change strategy—grounded in Prosci’s ADKAR or similar frameworks—that aligns agency leadership, equips frontline staff, and embeds new systems and processes without disrupting day-to-day service. If you excel at translating vision into action, fostering cross-agency buy-in, and measuring adoption through data-driven metrics, we’d like to hear from you.
Position Summary:
The Change Management Lead will spearhead organizational change efforts across all phases of the MTA’s Enterprise Asset Management (EAM) Improvement Program. This individual will develop and execute structured change management strategies to support the successful adoption of new systems, processes, tools, and behaviors across MTA agencies. Working in close collaboration with technical, operational, and leadership stakeholders, the Change Management Lead will ensure that EAM-related transformations align with MTA’s vision, mitigate disruption, and foster lasting engagement and capability-building across the organization.
