Kachemak Bay Flying Service (KBFS) is a wholly owned subsidiary of System Studies and Simulation (S³), providing a variety of aviation services to commercial, Government, and Partner Nation customers.
KBFS provides commercial operations, contract aviation support to the Department of Defense, other US Federal Agencies, and US approved Foreign Militaries and security organizations. KBFS has locations in Crestview, FL; Geneva, AL; and Temple, TX. KBFS currently holds certifications for CFR 14 FAA Part 133 (External Loads), 135 (Non-Scheduled Transport), 137 (Agricultural Spray Operations), 141 (Flight Training), and 145 (Repair Station). KBFS Temple provides Flight Training, Aircraft Maintenance, and Avionics support, and Commercial Aviation Operations. KBFS Geneva provides Fixed Base Operations support for the Geneva Municipal Airport and is the recipient of the 2023 FAA Award for Airport Manager of the Year under Manager Bryan Pike. KBFS Crestview, FL International ISR Training Academy provides pilot, mission system operator, flying crew chief, and loadmaster qualification training in air-land, airdrop, and Intelligence, Surveillance, and Reconnaissance (ISR) mission sets.
KBFS-Temple is seeking a Commercial Aviation Site Manager for our operations at Temple Draughon-Miller Regional Airport in Temple, TX.

Description:
The Kachemak Bay Flying Service (KBFS) Commercial Aviation Site Manager in Temple and is responsible for managing the daily operations of KBFS' commercial aviation operations under FAR Parts 133, 135, 137, 141, and 145. Support includes Contractor Owned, Contractor Operated (COCO) Government aviation contracts. The Site Manager supervises up to 28 personnel and multifaceted air and ground operations. KBFS provides support for General Aviation aircraft owners, US Military Services, other USG agencies, select partner Nations. The Site Manager oversees simultaneous operations in two facilities at Temple Draughon-Miller Airport.
Responsibilities:
- Provides strategic business development for KBFS Temple by identifying new business opportunities and strategies to grow and improve KBFS business base and operations.
- Manages organizations profit and loss to budget with monthly accountability to the KBFS General Manager.
- Manages General Aviation and Avionics Repair operations to commercial and government customers and the KBFS Temple Rotary and Fixed Wing Aircraft Fleets.
- Manages daily aviation air and ground operations, provides scheduling, mission planning, prepares briefings as required to meet flight training and utility flight operations, as well as avionics repair and general aviation maintenance support objectives.
- Manages fixed and rotary wing aircraft on site and coordinates with the KBFS Director of Maintenance to ensure aircraft readiness and conformity to FAA Part 145 requirements.
- Provides same management support for government operations under DCMA 8210.1d and service regulations.
- Supervises selected KBFS-Temple employees who perform FAA designated functions (e.g., Chief Flight Instructor for the Part 141 Training Academy; Director of Operations for Part 135 Transport, and Chief Pilot for Part 133 Lift Operations).
- Interfaces with FAA, Veterans Administration, Chamber of Commerce, and other agencies as required.
- Provides weekly business updates to the General Manager, including project management goals and execution, personnel management and financial performance information.
Qualifications:
- Bachelors’ Degree or HS Diploma and 6 years of commercial aviation management experience in lieu of Bachelors'.
- Must have 15 years of related management experience, of which five (5) years must be in Rotary Wing or Fixed Wing aviation civilian or military experience acceptable.
- Must have five (5) years of experience managing profit and lost for a commercial aviation business unit.
- Must have broad Subject Matter Expertise in 14 CFR Parts 135 and/or 141 operations.
- Must have maintenance management experience in either the military or 14 CFR Part 145 Repair Station.
- Must be able to independently perform the technical, business, personnel, financial, and logistics requirements of medium/large size project or program.
- Must be able to independently implement the higher headquarters' annual and quarterly strategies and reports as required.
- Must have prior experience in a position equivalent of site leader for up to 25 aviation specialists.
- Military aviation experience highly desirable.
- FAA commercial pilot (rotary and/or fixed wing; ATP) experience also desirable.
