The Clerk of the Circuit Court and Comptroller, as an elected Constitutional Officer responsible for safeguarding public records and funds, is seeking a service-oriented Accounts Payable/1099 Supervisor to join our team as part of one of the finest organizations in Pinellas County. The Accounts Payable/1099 Supervisor is responsible for supervising the Capital Asset invoicing and Supplier Administrator functions for multiple entities in a multi-fund, mid-sized County government and the employees responsible for performing those functions. This position is responsible for the supervision and operation of the Supplier Administration and Fixed Assets segments of the Oracle Financials ERP System. Work involves the computerized processing, maintenance, reconciliation, reporting and analysis of complex financial records involving budgetary and financial (AP) accounting. Duties require constant interface with a complex automated and integrated system, departmental staff, information technology specialists, auditors and internal and external customers. Work further requires independent judgement and initiative in identifying and resolving problems that arise from these activities.

Essential Job Functions

  • Supervise staff responsible for processing capital invoices/pay applications, expense reports, requisition review and supplier administration.
  • Prepare performance evaluations.
  • Maintain the integrity and accuracy of capital financial information reported in the General Ledger and the Comprehensive Annual Financial Report.
  • Answer questions and resolve problems with staff, other departments and suppliers.
  • Prepare and analyze reports of complex financial records involving invoice processing, application of Purchase Orders, analysis of complex contracts, adjustments and corrections with the relevant Oracle application.
  • Assist in developing and presenting policies, procedures and training programs to all levels of staff.
  • Prepare and provide training to users of Oracle applications related to areas of responsibility.
  • Perform processes and prepare reconciliations of the Oracle applications in areas of responsibility.
  • Maintain custom tables utilized by Oracle applications in areas of responsibility.
  • Prepare periodic reports required by state and federal agencies and the Board of County Commissioners, including various types of 1099 reporting to the IRS.
  • Assist in maintaining internal accounting controls and system security controls.
  • Resolve issues and make determinations related to supplier administration.
  • Additional duties may be assigned and not included in the above listing.

Position Specific Requirements

Experience - recognized accountant work that includes at least 1 year of government accounting and supervisory training or experience.

Education – degree in finance, accounting, business administration or related field.

  • At least 7 years of experience as described above.
  • Associate degree (or 2 years of other related college level education) as described above and at least 5 years of experience as described above.
  • Bachelor’s degree as described above and at least 3 years of experience as described above.
  • Master’s degree or higher and at least 1 year of experience as described above.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Must be able to travel to and from local meetings and trainings.

Highly Desirable

  • Ability to communicate effectively with all levels of management, subordinate staff, County departments and suppliers.
  • Ability to resolve payment issues, identify and manage supplier payment methods and terms, including 1099 reporting requirements.
  • Experience with construction pay applications and capital asset processing.
  • Prefer experience with Oracle Applications- Oracle Accounts Payable, iExpense, Supplier Administration and/or Fixed Assets.
  • Preference given to those with governmental accounting experience.

Knowledge, Skills, and Abilities

  • Knowledge of IRS regulations governing 1099 reporting types.
  • Knowledge of supplier requirements for annual 1099 reporting to the IRS.
  • Knowledge related to construction pay applications.
  • Knowledge related to capital asset transactions.

Physical/Mental Demands

The work is sedentary work and requires exerting up to 10 pounds of force occasionally and negligible amount of force constantly to move objects.  Additionally, the following physical abilities are required:
