POSITION SUMMARY 

The Moldova Project Coordinator provides essential support to its Freedom House’s Chișinău-based Moldova Country Representative. The Project Coordinator will provide programmatic and administrative duties necessary for the day-to-day coordination and administration of activities for a portfolio of two projects: “Moldova Justice Sector Accountability,” supported by the U.S. Department of State Bureau of Democracy, Human Rights, and Labor; and “MEDIA-M,” supported by Internews with funds from the U.S. Agency for International Development and the British Embassy in Chișinău. The Project Coordinator’s duties will include, but not be limited to, programmatic, financial, logistical, administrative, research, writing and data analysis tasks on the assigned portfolio.

The Project Coordinator is a full-time position based in Chișinău, Moldova and will report to the Moldova Country Representative. Freedom House will not sponsor residency, or work permits for this position, therefore only applicants with the legal right to live and work in Moldova will be considered.

PRINCIPAL DUTIES & RESPONSIBILITIES

Project implementation

  • In close coordination with the Moldova Country Representative and Freedom House staff in HQ, lead the implementation of assigned project activities to ensure successful achievement of project objectives and reporting requirements
  • Lead the collection of high-quality data from Freedom House and from local partners for quarterly monitoring and evaluation reporting for active projects
  • Draft sections of narrative periodic reports and annual work plans for active projects, with guidance from HQ staff and in accord with donor requirements
  • Take detailed notes of project activities and external meetings and disseminate to other project staff
  • Participate in required weekly communication with the Freedom House Washington, DC office to report program progress on the ground 
  • Ensure all work products comply fully with standards, policies, and mission of Freedom House

External outreach

  • Schedule and arrange meetings and events, attend external meetings on behalf of Freedom House, and liaise with internal and external contacts appropriately and under supervision
  • Contribute to the preparation of talking points, testimonies, grant proposals, press releases and other external communications
  • Coordinate logistics for Freedom House-hosted meetings and public events, including procurement with vendors for meeting space, invitation lists, and catering
  • Maintain, promote, and post content in Romanian and Russian on Freedom House Moldova’s social media platforms, including Facebook

Finance, compliance, and administrative support

  • Liaise with HQ program and compliance teams responsible for reviewing and approval of subgrant financial reports to ensure programmatic compliance and quality of performance
  • Track and update program expenditures on a daily basis 
  • Prepare expense reports for program costs in compliance with Freedom House and donor requirements
  • Prepare payment requests in full compliance with Freedom House and donor requirements
  • Contribute to the preparation of proposal and activity-specific budgets
  • Create, maintain, update, and analyze team databases for contacts, vendors and others, as assigned
  • Maintain program files and folders for easy access and retrieval

QUALIFICATIONS:

Education:     

  • Bachelor’s degree in law, Journalism, Public Communications, or similar field

Experience:    

  • Seven years related experience or combination of education, training, and experience; NGO, media, or communications experience a plus

Technical Skills and Abilities:

  • Strong ability to communicate effectively in English, both verbally and in writing
  • Native-level fluency in Romanian and Russian, both verbally and in writing
  • Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion
  • Knowledge of basic accounting principles and grant-related compliance requirements
  • Mastery of MS Office Suite, and ability to accurately type minimum 40 words per minute
  • Strong ability to plan, organize, prioritize work, and multitask to meet tight deadlines
  • Ability to maintain the highest degree of confidentiality and exhibit unquestionable integrity, honesty, and forthrightness.
  • Strong interpersonal skills and the ability to respond promptly to inquiries courteously and professionally. 
  • Ability to successfully work collaboratively with all levels of employees, management, external partners, and funders.

WORKING CONDITIONS:  

  • Essential functions are typically performed in an office setting or remote work.
  • May require long hours including evenings and weekends to complete tasks. 
  • Travel to some countries, for business or in some cases personal reasons, while a Freedom House employee, may not be advisable or even possible due to high security risks.
