Position Overview
The Commissioning Close-Out Lead is responsible for managing, coordinating, and executing all commissioning, testing, and close-out activities associated with the Queens Midtown Tunnel Retaining Wall project. This role ensures that all systems, documentation, inspections, and turnover deliverables are completed in accordance with MTA–TBTA, NYSDOT, and contractual requirements. The Lead will work closely with construction teams, designers, third-party inspectors, TBTA operations, and contractors to ensure a seamless transition from construction to operational readiness.
Key Responsibilities
Commissioning & Testing
- Develop, implement, and manage the project’s Commissioning Plan and testing procedures.
- Oversee field testing activities for structural, drainage, lighting, electrical, and safety-related systems associated with the retaining wall work.
- Coordinate testing schedules with contractors, TBTA operations, quality assurance teams, and stakeholders.
- Verify that all commissioning activities comply with MTA–TBTA standards, contract specifications, and applicable codes.
- Testing & Acceptance Milestones – Hold points, witness points, TBTA sign-offs, FAT/SAT testing, and verification/validation steps.
- Deficiency & Retesting Management – Tracking deficiencies, coordinating retesting, managing corrective actions, and ensuring closure before acceptance.
Close-Out Management
- Lead all close-out processes, ensuring timely submission and approval of:
- As-built drawings
- O&M manuals
- Warranties and guarantees
- Test reports
- Training materials and turnover packages
- Maintain and track close-out logs, deficiency lists, punch lists, and corrective action items.
- Training Coordination – Scheduling and delivering training for TBTA Operations; tracking attendance; ensuring training sign-offs; supporting training manuals/SOPs.
- Manuals & Procedures – Review/approval of O&M manuals, SOPs, MOPs, warranty documentation, and ensuring documents match final installed conditions.
- Turnover Readiness – Readiness checklists, pre-turnover walkthroughs, activation planning, and ensuring O&M is fully prepared to receive the asset
- Ensure full close-out compliance before final acceptance and handover.
Coordination & Communication
- Serve as primary point of contact for commissioning and close-out between contractors, consultants, TBTA personnel, and project leadership.
- Facilitate close-out progress meetings, reporting status, risks, and action items.
- Interface with TBTA operations and maintenance teams to ensure post-construction requirements are fully met.
- System Integration – Acknowledgement of mechanical, electrical, fire/life safety, communications
Documentation & Quality Control
- Review and approve commissioning documentation, test procedures, and system verifications.
- Ensure all final documentation meets TBTA formatting and submission standards.
- Validate that all deficiencies are corrected and verified before turnover.
- Maintain accurate records, logs, and database entries relating to commissioning and close-out.
- Deliverables Matrix – A clear tracker for all close-out submittals, approvals, resubmissions, and required documentation.
Health, Safety & Compliance
- Ensure all commissioning activities follow project safety protocols, environmental requirements, and TBTA regulations.
- Support audits and regulatory inspections as required.

Required
- Bachelor’s degree in engineering, construction management, or related discipline (or equivalent experience).
- Minimum 5–10 years of experience in commissioning, project close-out, or construction management.
- Proven experience on transportation infrastructure, tunnel, retaining wall, or heavy civil projects.
- Familiarity with MTA–TBTA, NYCDOT, NYSDOT, or similar agency standards.
- Strong understanding of QA/QC, testing procedures, and compliance documentation.
- Exceptional organizational and communication skills.
Preferred
- Experience with mechanical/electrical systems associated with tunnel or roadway infrastructure.
- Prior work on MTA/TBTA projects or other NYC agencies.
- Certifications such as CxA, PE, CCM, or PMP.
- Experience using project management platforms (eBuilder, PMWeb, Procore, etc.).

Physical & Work Environment Requirements
- Ability to perform field inspections within tunnel and roadway environments.
- Ability to access work areas that may require climbing, walking long distances, and wearing PPE.
- Work may be performed during nights or weekends in accordance with TBTA closures and operational schedules.
Compensation
• The good-faith salary range for this position is $45–$50 per hour, depending on experience, qualifications, and client requirements.
• Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
