Position Overview
PACO Group (PACO) seeks an experienced Civil Inspector (CI) to support Metropolitan Transportation Authority Construction & Development (MTA C&D) on the Queens Midtown Tunnel Restoration and Façade Repair Program. Reporting to the Chief Civil Inspector (CCI) and Resident Engineer (RE), the Civil Inspector performs daily field inspections and documentation to ensure that the Design-Builder (serving as both contractor and Designer / Engineer of Record) executes all work in full compliance with approved drawings, specifications, codes, and safety requirements. The Civil Inspector plays a key role in verifying construction quality, monitoring contractor progress and safety performance, and supporting the implementation of MTA C&D’s project objectives for this design-build assignment.
 

Key Responsibilities and Duties
Field Inspection and Quality Verification
•    Perform daily field inspections of civil and structural work activities, including masonry, concrete, waterproofing, façade repair, and retaining-wall restoration
•    Verify that construction complies with approved contract drawings, specifications, and MTA C&D standards.
•    Participate in hold-point and witness inspections prior to critical construction stages such as concrete placement, joint sealing, or façade restoration.
•    Confirm that approved shop drawings, design packages, and permits are available in the field before work begins.
•    Inspect workmanship, materials, and installation methods for quality and conformity with project requirements.
•    Notify the CCI and RE of any non-conforming work or potential deficiencies and assist in tracking corrective actions.
•    Coordinate with testing agencies for sampling and testing of materials such as concrete, mortar, grout, and coatings.
 

Documentation and Reporting
•    Prepare detailed Daily Inspection Reports, including quantities, photos, weather, crew size, and equipment used.
•    Maintain organized inspection records, annotated drawings, and logs for field activities, materials, and testing.
•    Track contractor progress against schedule milestones and identify delays or issues for escalation to the CCI and RE.
•    Assist in verifying quantities for progress payments and in maintaining as-built records.
 

Design Integration and Change Coordination
•    Monitor implementation of amplifying drawings, design revisions, and change orders approved by the Design-Builder’s Engineer of Record.
•    Verify that the latest approved drawings are being used in the field and that outdated versions are removed from use.
•    Report discrepancies or field conditions requiring RFIs or design clarifications and support documentation of resulting changes.

Safety Oversight
•    Enforce compliance with OSHA 29 CFR 1926, the MTA C&D Health and Safety Plan (HASP), and site-specific safe-work procedures.
•    Maintain active OSHA 30-Hour Safety Training certification and MTA Track Safety Training Card (or ability to obtain prior to mobilization).
•    Conduct daily safety observations and immediately report unsafe conditions to the CCI and RE.
•    Support a proactive safety culture emphasizing hazard recognition and mitigation.
 

Coordination and Communication
•    Work closely with the CCI, RE, and Design-Builder’s field staff to resolve technical and constructability issues in real time.
•    Participate in daily coordination meetings and contribute to weekly progress summaries.
•    Interface with quality, safety, and project-controls personnel to maintain alignment between field operations and documentation requirements.
 

Project Closeout Support
•    Assist with punch-list development, verification of corrective actions, and final acceptance inspections.
•    Review and validate as-built drawings, test reports, and material certifications for accuracy and completeness.
 

Required Qualifications
•    Bachelor’s degree in Civil Engineering, Structural Engineering, or a related field required.
•    Minimum 8 years of civil and/or structural construction inspection experience on transportation or infrastructure projects.
•    OSHA 30-Hour Safety Training (required prior to mobilization).
•    MTA Track Safety Training Certification, or ability to obtain prior to assignment.
•    Demonstrated experience performing daily field inspections and safety oversight.
•    Knowledge of construction materials, methods, and standards for masonry, concrete, and façade rehabilitation.
•    Strong documentation and report-writing skills; proficiency in Microsoft Office Suite and SharePoint.
 

Preferred Qualifications
•    Prior experience on MTA C&D, MTA Bridges & Tunnels, or similar agency projects (e.g., Port Authority, NYSDOT, NJ Transit).
•    Familiarity with ProjectWise and Unifier for record keeping and document management.
•    Experience with design-build projects and coordination of field changes and amplifying drawings.

Work Environment and Schedule
• Full-time, on-site role based at the Queens Midtown Tunnel Restoration and Façade Repair project.
• Day and night shifts required based on construction schedules.
• Travel within the New York metropolitan area may be required for meetings or site visits.
 

Compensation
• The good-faith salary range for this position is $50 – $65 per hour, depending on experience, qualifications, and client requirements.
• Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside this range, consistent with client budget and company policy.
