Description

Position Summaries:

All Contracts Agents-

  • Responsible for the issuance, negotiation, award, administration and closeout out of General Service Agreements and their associated task release contracts and any non-GSA contracts for Plant Operations and Corporate services contracts.
  • Responsible for tracking insurance certificates for all existing and new contractors.
  • Assist in resolving any claims that may arise concerning vendor invoicing, performance or other issues. 
  • Promote sound contracting principles. 
  • Promote fair, ethical and reasonable supply chain business principles.  
  • Manage amendments of existing documents when language is modified.
  • Be a Maximo expert for Contracts Module.

Contracts Agent II & III-

  • Responsible for analyzing service vendor qualifications and monitoring vendor performance.
  • Manage Request for Proposal for Plant Operations. 
  • Review Contract Terms & recommend changes as needed to comply with changing legislation, regulatory requirements and any other business needs.  

Contracts Agent III-

  • Manage Request for Proposal and formal bid events for Plant Operations using department bidding tool.
  • Be a Maximo expert for Contracts Module as well as Lawson Strategic Sourcing & Lawson PO20 & PO25 modules.

Job Duties:

Contracts Agent I-

  • Review requests for master agreements and scopes of work for completeness.  
  • Implement database info changes, support qualification of contractors, and establish/maintain effective communications with internal and external customers. 
  • Review commercial requirements, terms and conditions, cost/risk avoidance and pricing of contractors. 
  • Perform contract administration, including modifications, performance evaluation, cost/schedule compliance, cost avoidance, and contract completion or termination.  
  • Maintain knowledge of and comply with corporate policies and procedures.
  • Perform contract close out to include release of liens, warranty documentation, and acceptance records, and other reconciliations. 
  • Support management reporting (when necessary.)
  • Maintain Safe work environment and attend safety training (as required.)

Contracts Agent II-

  • Review requests for master contracts and scopes of work for completeness, select reliable sources, request bids, evaluate quotations, and recommend final award.   
  • Implement database management, supports qualification of contractors, and establishes/maintains effective communications with internal and external customers.   
  • Negotiate commercial requirements, terms and conditions, cost/risk avoidance, and pricing with contractors. Work closely with Associate Counsel to resolve any exceptions taking to corporate approved language.   
  • Perform contract administration, including modifications, performance evaluation, cost/schedule compliance, cost avoidance, and contract completion or termination.   
  • Maintain knowledge of and comply with corporate policies and procedures.   
  • Perform contract close out to include release of liens, warranty documentation, acceptance records, and other reconciliations.   
  • Train plant operations personnel in procurement & planning functions (as needed.)   
  • Support management reporting (when necessary.)
  • Maintain Safe work environment and attend safety training (as required.)

Contracts Agent III-

  • Review requests for master contracts and scopes of work for completeness, select reliable sources, request bids, conduct & manage pre-bid meetings, evaluate quotations, and recommend final award.
  • Implement database management, supports qualification of contractors, and establishes/maintains effective communications with internal and external customers.  
  • Negotiate commercial requirements, terms and conditions, cost/risk avoidance, and pricing with contractors. Work closely with Associate Counsel to resolve any exceptions taking to corporate approved language.

Required Qualifications:

Education: High School diploma or equivalent is required. Bachelor's degree in business or technology related field preferred.

Experience:

Contracts Agent I- Two years contracts and/or purchasing experience in utility, generation, transmission, distribution, services or related industry.

Contracts Agent II- Four years contracts and/or purchasing experience in utility, generation, transmission, distribution, services or related industry.

Contracts Agent III- Six years contracts and/or purchasing experience in utility, generation, transmission, distribution, services or related industry.

Equivalent Experience:

Contracts Agent I- Four years contracts and/or purchasing experience in utility, generation, transmission, distribution, services or related industry; or two years college plus two years contracting experience in the industry.

Contracts Agent II- Eight years contracts and/or purchasing experience in utility, generation, transmission, distribution, services or related industry; or two years college plus six years contracting experience in the industry.

Contracts Agent III- Twelve years contracts and/or purchasing experience in utility, generation, transmission, distribution, services or related industry; or two years college plus ten years contracting experience in the industry.

Licenses, Certifications, and/or Registrations: Certified Purchasing Manager Certification (CPM) or Certified Professional Supply Chain Manager Certification (CPSM) preferred. Valid driver’s license that meets the insurance eligibility requirements under Oglethorpe Power's Driver Qualification Program.

Specialized Skills: Interpreting contracts, negotiating, conflict resolution, good communication (written and oral), computer literate.

Travel: 20%
