Position:    Senior Strategy and Engagement Specialist Executive Officer

Location:   Fairfax, VA

Clearance:  TS/SCI

Education:  Minimum of BA/BS degree

Position Summary:

The Strategy and Engagement Specialist plays a pivotal role in developing and implementing a comprehensive engagement strategy aligned with the vision of the SAF/CDM Director. This position is responsible for fostering effective communication and coordination with directorates, programs, and activities within SAF/CDM to ensure the successful execution of engagements. The Specialist will oversee the planning, execution, and evaluation of engagement initiatives, leveraging their expertise in strategy development, stakeholder analysis, and communication planning.

Outcomes:

The successful candidate is expected to accomplish the following:

·         Develop/produce high quality documents/correspondence in support of CDM senior leadership.

·         Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.

·         Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

·         Master position tasks within 30 days and exceed requirements within 60 days.

Responsibilities:

The Senior Strategy and Engagement Specialist Senior Executive Officer will provide support to the Secretary of the Air Force Concepts, Development, and Management Office (SAF/CDM). Specific responsibilities include but are not limited to:

Develop Engagement Strategy:

·                  Review existing documentation and collaborate with Stakeholders to understand the vision for engagement within SAF/CDM.

·                  Develop a comprehensive engagement strategy outlining goals, objectives, target stakeholders, key messages, and metrics for success.

·                  Ensure alignment of engagement strategy with organizational priorities and strategic objectives 

Stakeholder Analysis:

·                  Identify key stakeholders within SAF/CDM and external partners critical for achieving engagement goals.

·                  Conduct research/develop products (i.e., talking/white/bullet background papers, etc.) in response to internal/external requirements.

·                  Conduct stakeholder analysis to understand their needs, interests, and concerns.

·                  Develop strategies to effectively engage and communicate with diverse stakeholders.

Engagement Planning and Execution:

·                  Create detailed engagement plans, including timelines, activities, and resource allocation.

·                  Coordinate engagement activities with directorates, programs, and activities within SAF/CDM to ensure seamless execution.

·                  Develop, update, and maintain operating instructions and procedures, function as liaison with various DoD personnel, coordinate senior-led meetings/conferences, ensuring appropriate protocol is followed.

·                  Provide logistical support for engagement events, including venue coordination, participant communication, and materials preparation.

·                  Support workflow management processes facilitating program and administrative coordination.

·                  Coordinate SAF/CDM senior leader internal and external schedules and activities/battle rhythm.

·                  Coordinate/develop appropriate responses to external taskers and decision-making requirements.

·                  Coordinate and schedule meetings, video teleconferences, and engagements with AF, OSD, IC, and other external stakeholders. 

·                  Support high visibility mission critical programs assigned to organization

·                  Develop a communication plan to ensure all directorates are informed about engagement strategies, timelines, and key messages.

·                  Coordinate communication activities, including the creation of content, distribution of materials, and management of communication channels.

·                  Monitor and evaluate the effectiveness of communication efforts and make recommendations for improvement.

·                  Review executive level documents for content, grammar/spelling, clarity, syntax, format, before final coordination w/SAF/CDM senior leaders (Dir/Dep Dir); targeted audience often most senior levels of DoD/Government.

Feedback Mechanisms:

·                  Implement feedback mechanisms to gather stakeholder input and insights.

·                  Analyze feedback data to identify trends, challenges, and opportunities for improvement.

·                  Incorporate feedback into engagement strategies and activities to enhance effectiveness and stakeholder satisfaction. 

Monitoring and Evaluation

·                  Develop a monitoring and evaluation framework to measure the effectiveness of engagement initiatives.

·                  Collect and analyze data on engagement outcomes, including participant satisfaction, stakeholder engagement, and impact on organizational goals.

·                  Prepare reports and presentations summarizing key findings and recommendations for senior management. 

Qualifications:
The candidate must have the following qualifications:

·         Minimum of five (5) years of program administrative support or executive officer experience within the Department of Defense (DoD) and/or military

·         Minimum of 3 years experience working within the DoD at the 3- or 4-star Headquarters Command or Joint Staff level

·         Ability to write and produce papers and briefings for a senior-level audience; excellent time management skills with a proven ability to meet short suspense’s/deadlines.

·         Familiarization with the Intelligence Community

·         Ability to work on high-visibility and mission critical taskings independently, strong organizational & multitasking skills.

·         Exceptional verbal and written communications skills; advanced proficiency with Microsoft Office suites, Google Workspace, and Microsoft Teams’ tools.

·         Strong understanding of engagement principles, strategies, and best practices.

·         Excellent communication skills, both written and verbal, with the ability to tailor messages to diverse audiences.

·         Proven ability to build and maintain effective relationships with stakeholders at all levels.

·         Demonstrated project management skills, including the ability to prioritize tasks, manage deadlines, and work effectively under pressure.

Travel:      Minimal travel required
