Position:         Program Manager

Location:        Langley AFB, Virginia

Clearance:      Top Secret (TS) with Sensitive Compartmented Information (SCI) eligibility

Education:     Bachelor’s Degree

Outcomes:

The successful candidate is expected to accomplish the following outcomes in the first year on the position:

·         Outcome 1: 100% of deliverables submitted were accurate and on schedule.

·         Outcome 2: No position was vacant for more than 14 business days.

·         Outcome 3: Workforce turnover was maintained at 10% or less.

Responsibilities:

The Program Manager is responsible for the schedule and performance of the 100+ person ACC A2 Advisory and Technical Assistance Support (ATAS) contract. ACC A2 is responsible as the Air Force (AF) Lead MAJCOM, as the AF Lead Command, or as the ACC Functional for Intelligence and OT&E activities to satisfy AF current and future ISR missions and unit tasks to ensure mission readiness and force presentation for Commander, ACC (COMACC). This contract (task order) will provide the requisite intellectual capital and staff support in these areas of management and professional support services, studies, analyses and production, and technical services to meet the ACC A2 responsibilities.

Specific responsibilities of the Program Manager include:

·         Managing and supervising the Gemini team.

·         Being accountable for the team’s performance.

·         Serving as the primary interface to the Government Program Manager (GPM) and Contracting Officer (CO) to respond to customer needs, address concerns, and ensure total product/service satisfaction.

·         Being available within two hours of notification to meet (face-to-face or through telephonic communications) with the Government to discuss contract issues. This communication shall take place during normal duty hours for AMIC, located on JB Langley-Eustis, VA, Monday through Friday 0800-1700 Eastern Time Zone. After Government normal duty hours, the Program Manager is responsible for being available within 3 hours.

·         Having full authority to act for Gemini on all contract matters relating to daily operation of the ATAS contract.

·         Working with the Gemini recruiters to fill personnel vacancies to maintain an adequate workforce for the uninterrupted performance of all tasks defined in the PWS.

·         Convening monthly Technical Status Meetings with the customer and other Government stakeholders to ensure consistency and continuity across all program areas; ensure all stakeholders are informed of the monthly activities; establish priorities; and coordinate the resolution of identified problems or opportunities.

·         Meeting with the GPM and CO for program management evaluation and review, at a minimum every six months.

·         Having authority over all Gemini ATAS team staff including the authority and autonomy to make day-to-day operational/functional decisions associated with the task order, including removing, replacing, and redirecting personnel as required and approved.

Qualifications:

The candidate must possess:

·         A current Project Management Institute (PMI) Project Management Professional certification, or Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Practitioner or Advanced, or DAWIA Program Management Certification Level III.

·         A minimum of ten years of experience in a supervisory capacity managing a cross- functional team of professionals in an enterprise environment.

·         A minimum of ten years of experience providing project management similar to the scope and complexity of the work and environment described in the PWS.

Travel:      Occasional travel to Gemini corporate offices in Fairfax, VA.
