Outcomes:

The successful candidate is expected to accomplish the following outcomes in the first year on the position:

·         Formally track all tasks, to include:  assigned by, suspense, status and comments on all assigned tasks through completion and be prepared to brief upon request.

·         Create one or two products beyond the client requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

·         Master position tasks within 6 months and exceed requirements within 12 months.

Responsibilities:

The Senior Program Budget Specialist (SME) supports the Secretary of the Air Force - Concepts, Development, and Management Office (SAF/CDM) with planning, data research, collection analysis, review, presentation, and documentation in support of Full Operational Capability (FOC). The Senior Program Budget Specialist (SME) will provide integration, evaluation, analysis and reporting of financial data in support of the DoD budget execution processes and will provide expertise across other phases of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process. This includes supporting development of budget documentation (e.g., Procurement and Research (P&R) Exhibits and Congressional Justification Books (CJBs)) and USAF reporting requirements. 

  Specific responsibilities include but are not limited to:

  • Prepare Quarterly Program Budget Advisory Committee (PBAC) briefings for Unit and higher Headquarters management staff to report organizational execution 

  • Advise on the budget formulation process and support the development of budget documentation (e.g., P&R Exhibits, CJBs, etc.) and Air Force reporting requirement. 

  • Consolidate budget spend plans and organizational programmatic Integrated Priority Lists (IPLs) by Unit capabilities for use by Unit working group and Commander to distribute annual organizational budgets. 

  • Create and assist with getting organizational approval of Annual Spend Plans, RDT&E Documents (R-DOCs), Congressional Justification Books (CJBs), program briefings, funding documents (MIPRs, Form 9s, De-obligation Memos, etc.), and numerous Requests for Information (RFIs) including periodic execution reviews by CDM Leadership and OUSD(I&S).  

  • Collaborate with CDM to create Measures of Performance (MOP), Measures of Effectiveness (MOE), and decision matrices and frameworks. Construct and maintain, as required, logs and databases that allow for tracking and recording of events within strategic efforts and programs for end-of-year analyses and performance report preparation. 

  • Prepare multi-year support schedules, including actuals and management determined estimates, for numerous Requests for Information (RFIs) from higher Headquarters and various DoD oversight organizations 

  • Prepare required PCS funding memos for approval and submission to AFPC for incoming civilians. 

  • Run daily SOF & ODL accounting reports and update funding data in MBAR database for resourcing approval. 

  • Create Directorate Civilian Pay tracker spreadsheets for all staff assigned to supported programs and update as payroll reports are received 

  • Evaluate risks and opportunities, and promptly identify issues/concerns with recommendations for effective resourcing strategies to management 

  • Advise on financial strategies related to execution of current year funds and sustainment of FYDP dollars.  

  • Analyze planning/programming guidance and policies and disseminate PPBE timelines and as well as anticipated timeframes for associated data calls.  

  • Manage the SAF/CDM enterprise’s funding and support all infrastructure requirements, including but not limited to facilities leases and utilities, information technology, security, acquisition, procurement, financial management, and front office support. 

  • Manage monthly oversight and validation of all CDM execution monitoring and reporting systems, to include the CDM Enterprise Resource Management Systems (CERMS) and execution tools, to include snake charts and timeline charts capturing and depicting actual status of obligations and expenditures against OSD goals and plans for future execution and provide reviews, validations, and inputs to the FM Weekly briefing execution charts. 

  • Collect, integrate, analyze, and evaluate current and past financial data and performance, identify trends/risks, and provide recommendations for improvement. 

Qualifications:

The candidate must have the following qualifications:

·         10+ years’ experience and SME in formulating inputs for the annual POM/FYDP, PB, and BES processes and analyses of their potential effects on program budgets and cost estimates with the DoD.  

·         Demonstrated experience in same level of difficulty and responsibility within the DoD which shows the ability to perform duties supporting the spectrum of the DoD PPBE process.  

·         Experience in finance and resource management, budgeting, and programming support.

The following qualifications are desired:

·         Experience in financial services, accounting and auditing.

·         Experience supporting DoD, Federal Agencies and or military experience.  

Travel:  Minimal travel required.
