Position:       Senior Data Analyst | Deputy Program Manager

Outcomes:

The successful candidate is expected to accomplish the following outcomes in the first year on the position:

·         Formally track all tasks, to include:  assigned by, suspense, status and comments on all assigned tasks through completion and be prepared to brief upon request.

·         Create one or two products beyond the client requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

·         Master position tasks within 6 months and exceed requirements within 12 months.

Responsibilities:

The Senior Data Analyst will be supporting the Combatant Command Intelligence Enterprise Management Support Office (CCI EMSO) in the mission areas of Data Engineering, Data Science, Data Analytics, and Information Visualization. ESMO requires Data Science,  intelligence mission engineering, analysis, and integration expertise to produce objective insights and analytic justification to inform future technology and capability investment decisions within the Planning, Programming, and Budgeting Execution (PPBE) process and to aid in the prioritization, alignment, and validation of requirements within Joint Capabilities Integration and Development System (JCIDS). EMSO provides decision support to OUSD (I&S) senior leaders to deliver modernized capabilities that ensure the Combatant Commands are equipped with modern systems and the Joint Force is aligned with future Joint Warfighting Concepts.

Performs tasks listed below ensuring that direction has been approved by Government leadership and avoiding performance of inherently-Government duties. Specific tasks include but are not limited to:

·         Execute duties and responsibilities of the Deputy Program Manager (DPM) for the Data Science Team for CCI EMSO (PM-X Program Management Office (PMO)).

·         Develop Data Governance Tactics, Techniques and Policies (TTPs) to ensure that CCI EMSO remains ahead of Big Data demand and projects chartered by OUSD (I&S) that support Data Engineering and Science initiatives.

·         Organize and direct the CCI EMSO Data Science Team, under the government lead, to meet future Data Science and Engineering missions and projects.

·         Manage the PM-X PMO Portfolio under the mission and vision of the PM-X Government Lead. Provide status reports of projects by using MS Project Professional, SharePoint, and the Quarterly and Interim Program Reviews (QPR/IPRs) with Earned Value Management (EVM) Contractual Review and Project Charters.

·         Transform PM-X PMO Projects into digitized Data Science Projects, to meet the CCI EMSO Director’s Mission and Vision of complete digital delivery of all CCI EMSO Artifacts.

·         Synthesize large amounts of complex technical data into management level visualizations to inform JCIDS and PPBE decisions.

·         Conduct technical analysis of extant legacy intelligence technologies to identify shortfalls, gaps, and redundancies 

·         Conduct analysis of emerging and future technologies and concepts, mapping existing functional technical requirements to developing capabilities and future concepts.

·         Employ technology-enabled, analytic methodologies and machine learning techniques to provide data-driven insights into Capability utilization rates, life-cycle costs, and DoD enterprise viability.

·         Support a cross functional team of enterprise architects, intelligence, and business analysts in providing decision support for OSD-level requirements and acquisitions.

·         Conduct project management related tasks, meeting management and administrative duties as requested including stakeholder integration working level meetings related to Joint Capabilities Integration and Development System (JCIDS), Joint All-Domain Command and Control (JADC2), War gaming/Tabletop Exercises (TTX), Service/COCOM Engagement, and USD(I&S) Digital Modernization and Transformation Strategies.

The candidate must have the following qualifications:

·         10 + years of experience in Program Management

·         10 + years of experience with technology enabled analytic platforms, algorithm development and application, and data visualization is required.

·         10 + years of experience synthesizing vast amounts of complex technical data into management level information.

·         10 + years of experience in supporting technical, managerial, or operational fields and mature judgement required to interface with external stakeholders and senior government personnel.

·         Strong organizational and oral and written communication skills are required.

The following qualifications are desired:

·         Program Management Professional (PMP) certified or working towards certification within the next 6 months

·         Experience or knowledge of the JCIDS and PPBE processes at the Combatant Command, Service or Department level.

·         Experience with IC processes at the ODNI or a CSA staff level.

·         Experience with Combatant Command Intelligence IT capabilities, supporting combat and training military operations.

Travel:  Some travel may be required
