Position: Program Manager - SME 

Location: Fairfax, VA by DC  

Clearance: Top Secret/SCI 

Education: Master’s Degree 

Responsibilities:  

Specific responsibilities include but are not limited to: 

  • Provide technical expertise to the government Portfolio Manager on emerging digital technologies such as IoT, Artificial Intelligence, 5G, Microelectronics, and Quantum Information Science technologies. 

  • Develop emerging technology taxonomies, value chains, and ecosystems and assess global commercial markets for potential risks to the Defense Industrial Base  

  • Develop briefings and products on emerging technologies to support portfolio efforts and inform DoD stakeholders on commercial sector developments.  

  • Engage stakeholders throughout the Air Force, DoD, and USG to share insights into commercial markets surrounding emerging technologies, potential risks to the Defense Industrial Base, and risk mitigation proposals Utilize task and knowledge management tools. 

  • White House Activities: 

  • Write reports for the White House Office of Science and Technology Policy summarizing critical components of the semiconductor manufacturing value chain and supply chain risks. 

  • Write detailed reports, regarding potential supply chain issues, and the impacts these might have upon U.S. industries. 

  • Gather and develop critical information for the White House 100 Day supply chain report (separate request from b).  

  • Support the Air Force representatives of the Defense Microelectronics Cross Functional Team (DMCFT) to: 

  •  build a detailed understanding of microelectronics across the DOD,  

  • develop strategy,  

  • coordinate across DOD platforms and technologies to meet warfighter needs and minimize vulnerabilities. 

  • Participate in meetings and write metrics section of the DOD Microelectronics Strategy  

  • Participate in the Enterprise Parts Management System (EPMS) Working Group on behalf of Secretary of Defense and future DOD microelectronic needs to effect better acquisition planning. 

  • Perform critical market surveys and studies on semiconductor manufacturing value chain and worldwide microelectronics value chain AND recommendations for geopolitical investments  for US/China and others.. 

  • Provide high level commercial semiconductor analysts’ reports for OCEA: 

  • Market survey of the Air Force’s semiconductor supply chain 

  • Detailed capability studies on key suppliers 

  • Provide data analysis of key aspects of critical markets and the semiconductor manufacturers world-wide: 

  • Data Analysis of the semiconductor supply worldwide and key players in that supply. 

  • Conduct review on microelectronics to prepare CoS of the Air Force for various engagements. 

  • Write various reports, whitepapers critical to national security and the commercial sector 

  • Support AFRL and AFMC in understanding the Air Force Programs of Records’ semiconductor usage and needs for acquisition and sustainment. 

  • Track all major business developments that may impact the supply chain and commercial markets. 

  • Monitor daily news feeds and related material related to supply chain and commercial markets. World-wide. 

  • Participate as a panelist representing the Air Force in the areas of microelectronics and semiconductor technology. 

Qualifications: 

The position requires a senior SME with 15+ or more years experience conducting research and supply chain research and development. The candidate must have the following qualifications: 

  • Knowledge and experience supporting DoD.  

  • Quantitative and qualitative analytical experience. 

  • Data Analysis and Interpretation. 

  • Statistical analysis 

  • Knowledge of system modelling software 

  • Experience researching and writing white papers. 

  • Experience building briefing materials. 

  • Experience analyzing topics related to the Defense Industrial Base and/or commercial markets. 

  • Familiarity with knowledge management tools (ex: Atlassian tools, SharePoint). 

  • Experience with stakeholder engagement planning and execution. 

  • Experience with some or all of the following technologies (in a technical or policy capacity): 

  • 5th generation mobile networks (5G) 

  • Artificial intelligence (AI) 

  • Autonomous systems 

  • Big data 

  • Cloud 

  • Cyber security 

  • Augmented reality (AR) / virtual reality (VR) 

  • High-performance computing 

  • Internet of things 

  • Quantum computing 

  • Semiconductors 

  • Sensors  

  • Experience analyzing and communicating complex technical issues for non-technical audiences. 

The following qualifications are desired: 

  • Experience working with or supporting the Under Secretary of Defense for Research and Engineering (USD(R&E)), DoD laboratories, or other elements of the DoD Science and Technology (S&T) enterprise. 

  • Specialty in microelectronics and semiconductor manufacturing supply chain or other Air Force identified technological supply chain of particular interest to National Security. 

  • Proficiency in agile development techniques. 

  • Agile Scrum Master certification.
