Position:          Proposal Writer (Teaming)

Location:         Burlington, MA

Clearance:       Secret clearance

Education:      Bachelor’s degree, Master’s preferred.

Outcomes: The Proposal Writer (Teaming)  is expected to achieve the following outcomes:

• • • Develop proposals valued at  $200 Million as a subcontractor to diversify Gemini’s business base
    • Establish an in-depth understanding of Gemini’s experience base and the new customers and services targeted by each Division.

Responsibilities:

The Proposal Writer (Teaming) provides direct support to the Director of Strategic Alliance in the diversification of Gemini’s business base to include subcontract support to large and small business Prime Contractors. The Proposal Writer provides technical proposal writing services primarily for new business as a subcontractor and at times to support Gemini proposals as a Prime Contractor. The successful candidate is adept at reading and understanding government technical requirements and leads the development of an effective storyline that clearly and concisely presents the proposal solution, including strengths, differentiators, and value propositions. Specific responsibilities include but are not limited to:

• • • Writing federal government proposals for Defense, Homeland Security, and Federal civilian agencies.
    • Breaking down RFP/RFI requirements and developing compliance matrices and compliant outlines.
    • Interviewing SMEs and translating: (a) concepts into compelling written material and/or (b) solution ideas into colloquial terms in a written response.
    • Working closely with proposal managers and SMEs to ensure the development of high-quality content for each proposal that accurately reflects the work being performed.
    • Completing assigned proposal sections on time with few rewrites.
    • Editing developed sections.
    • Creating graphs, charts, and other visual aids for insertion into technical proposals.

Qualifications:

The candidate must have the following qualifications:

• • • Minimum 5 years of proposal writing experience and 3 years managing and/or coordinating full proposals through submission.
    • Experience writing complex service proposals valued between 250K and $100 million.
    • Demonstrated writing capability and willingness to share a writing sample.
    • Proven ability to conceptualize and write compelling, customer-focused proposal narrative and oral presentation slides.
    • Understanding of Federal Acquisition Regulations (FAR).
    • Working knowledge of Microsoft Office business applications, Adobe Acrobat Suite, and SharePoint.
    • Excellent interpersonal skills and oral and written communication skills.

The following are highly desired:

• • • Understanding of federal acquisition, procurement processes, and current acquisition trends.
    • Demonstrated bid and proposal experience, either through technical proposal writing (as lead writer) and/or through formal business development and capture.
    • Ability to fully comprehend federal solicitation documents, RFP Section L/M, Statements of Work and Performance Work Statements, and cost/pricing requirements.
    • Experience with the Shipley Proposal Process or other industry-relevant capture and proposal methodologies.
    • Working knowledge of GovWin, GovTribe, or similar market intelligence/capture management software tools.
    • Experience writing complex service proposals. Understanding requests for proposals and requests for information and sourcing sought and government procurement.
    • Thorough understanding of the Federal Acquisition Life Cycle.
    • Secret Clearance.

Travel:       Occasional travel may be required
