Position:         Budget Analyst (Junior / Journeyman / Senior)

Location:        Arlington, VA

Clearance:      Active Secret Clearance Required

Education:      Bachelor's Degree for (Junior and Journeyman), Masters for Senior

Responsibilities:

The Budget Analyst supports the Army National Guard (ARNG) and the Air National Guard with services and training in each PPBE phase, including budgeting and execution activities.  The National Guard Bureau (NGB), Manpower and Personnel Directorate (NGB-J1) is responsible for 11 Army National Guard (ARNG) Management and Decision Execution Packages (MDEPs) and six (6) Air National Guard (ANG) Program Elements (PE) with 33 different programs or appropriations. Each MDEP/PE requires administrative management of scarce resources, labor, equipment, and funds The MDEPs/PEs also require administrative management of performance metrics that demonstrate the efficient use of those resources.  This contracted team of budget analysts provides subject matter expertise for the Government management of the MDEPs/PE and components that reside within said MDEPs/PEs, as well as other supplemental funding sources.

Specific responsibilities include but are not limited to:

  • Assist in planning, monitoring, and executing current and future year ARNG budgets.
  • Update the ARNG division funding trackers to provide accurate and up-to-date financial data.
  • Proof Purchase Request (Commitments) and Purchase Orders (Obligations) and resolve issues/errors relating to transactions.
  • Pull Status of Funds Reports to validate division current funds status.
  • Provide GFEBS financial and budget transactional data and budget support.
  • Resolve funding issues, obligations, disbursements, and Unliquidated Obligations (ULOs) and Undelivered Orders (UDOs)..
  • Prepare and present cost-benefit analyses of proposed budgetary and program actions and recommend the most advantageous courses of action.
  • Analyze trends in spending and progress toward meeting budgetary objectives.
  • Review current and prior budget/funding trends and compile funding projections.
  • Review execution plans and provide financial data to NGB regarding the reprogramming of funds between various programs. 
  • Identify imbalances among program areas to eliminate duplication of administrative functions and to reconcile estimates.
  • Assist with the Budget Estimate Submission (BES).
  • Compile budget material and background information for use in briefing top NGB officials, OSD, or Congressional Staff.
  • Recommend the realignment of funds.
  • Conduct analysis and assist in preparing and presenting budget change recommendations and budget requests.
  • Provide training and services to the client for each PPBE phase and task.

Qualifications:

       Junior Budget Analyst must have the following qualifications:

  • A minimum of 3 years of experience, including demonstrated experience with DoD Planning, Programming, Budgeting, and Execution (PPBE), DoD appropriations, and fiscal law to ensure effective management of appropriated funds.
  • Bachelor's Degree in a relevant field (may substitute an additional 7 years of relevant experience for the degree)
  • Experience on either GFEBS or DEAMS
  • Experience performing cost/benefit analysis, trends analysis, and fund reconciliation activities, as well as developing and submitting program requirements for the BES.

Journeyman Budget Analyst must have the following qualifications:

  • A minimum of 5 years of relevant experience, including demonstrated experience with DoD Planning, Programming, Budgeting, and Execution (PPBE), DoD appropriations, supervisory or leadership experience with relevant tasks, and knowledge of fiscal law to ensure effective management of appropriated funds.
  • Bachelor's Degree in a relevant field (may substitute an additional 10 years of relevant experience for the degree)
  • Experience with either GFEBs or DEAMS and familiarity with both is preferred.
  • Experience assembling reports, cost/benefit analysis, trend analysis, preparing briefings of financial information, fund reconciliation, as well as submitting program requirements to the BES.

Senior Budget Analyst must have the following qualifications:

  • A minimum of 10 years of relevant experience, including demonstrated experience with DoD Planning, Programming, Budgeting, and Execution (PPBE), DoD appropriations, at least 5 years of supervisory or team leadership experience with relevant tasks, and knowledge of fiscal law to ensure effective management of appropriated funds.
  • Master's Degree in a relevant field (may substitute an additional 15 years of relevant experience for the degree)
  • Experience with either GFEBs or DEAMS and familiarity with both is preferred.
  • Experience assembling reports, cost/benefit analysis, trend analysis, preparing briefings of financial information, fund reconciliation, as well as submitting program requirements to the BES.
