Position:         Business Operations Specialist

Location:        Burlington, MA

Clearance:      Ability to obtain a Security Clearance

Education:     BA/BS degree.

Responsibilities:

  • Leads Gemini Corporate Office day-to-day business operations planning (as assigned)
  • Assist with proposal development and contracts management in support of Gemini and associated independent consultants.
  • Oversees task orders, subcontract delivery orders, deliverables, reports, cost tracking, closeouts, and ensures overall regulatory compliance. Provides quality assurance in ensuring accuracy in contractual deliverables. 
  • Conducts daily interface and coordination with Industry and Government Contracting        Officers and Contracting Specialists for all assigned contractual matters on behalf of the Director. 
  • Drafts all subcontract and purchase order contractual provisions and administers contracts from request for proposal/quote (RFP/RFQ) through contract closeout. 
  • Assist with fielding requests for quotations; writing non-disclosure agreements; teaming agreements and subcontracts; and negotiating terms and conditions, provisions and specifications.  
  • Keeps management abreast on current Federal, State, and locale contractual rules, regulations and responsibilities. 
  • Provides budgetary management and cost tracking that involves preparing     task/delivery order pricing and budgetary analysis for new task orders and modifications; serves as point of contact for all budgetary inquiries regarding cost reimbursable expenditure impacts and labor execution; develops and implements analytical techniques to conduct statistical studies, projection analysis, and staffing assessments for all contract projects.  
  • Effects liaison between Corporate Office and Industry/Government Contracting Offices for coordination of task /delivery order(s) funding and deliverable actions.  Functions as a key contributor to process enhancements in terms of identifying business operations weaknesses and recommended adjustments to existing processes to increase efficiency.  
  • Assist in  business development activities and provide support as a member of the business development team. 

Qualifications:

The candidate must have the following qualifications:

  • Minimum 3-5 years of program management experience that includes office operations and administration of budget and contracts. 
  • Good verbal and written communications skills.
  • Ability to work as a member of a diverse team of highly specialized team members.
  • Exceptional skills with Microsoft Office suite applications.
  • Ability to work on critical taskings independently or with nominal levels of supervision.
  • Good problem-solving skills including taking the initiative to remedy problems without being prompted when problems identified that can be resolved by the employee and are within the employee’s domain of job performance
  • Good customer service skills.

Travel: Minimal travel required
