Position:         Strategic Portfolio Manager

Location:        McLean, VA

Clearance:      Department of Homeland Security (DHS) Background Check

Education:      Master’s Degree


The Strategic Portfolio Manager assists in the development of strategic guidance, repeatable processes, management and facilitation of acquisition procedures and policies to ensure quality contract management. The Strategic Portfolio Manager assists in developing contract management solutions that use seamless processes and workflows to achieve excellence.

Specific responsibilities include but are not limited to:

  • Develop and provide configuration control and database management in support of contracts management.
  • Assist with the development of standards and the analysis of best practices and lessons learned to provide greater efficiencies.
  • Establish and update a repository for contract artifacts, best practices, and standard operating procedures.
  • Strategize to develop and build-out acquisition business processes and establish a Center of Excellence.
  • Establish and implement quality and process improvement.
  • Establish and develop acquisition templates for all types of contract support activity to allow for a streamlined procurement development and planning activities.
  • Design automated workflows and processes for a broader and more dynamic and structured view, awareness and approval of acquisition package and deliverable review.
  • Develop processes to streamline and facilitate reviews, allowing for quick and easy interaction with the team and ensuring quality products.
  • Develop a process to capture contract related metrics seamlessly and continually.
  • Develop templates, standardization, and analytics to assist in achieving better overall contract performance.
  • Develop an external communications strategy showcasing the organizations acquisition offerings in a marketplace, web presence, or by other means, thereby  increasing visibility, awareness and communication of offerings.



The candidate must have the following qualifications:

  • A minimum of 10 years’ experience providing strategic guidance of acquisition procedures and policies.
