The Senior Program Manager (SPM) will play a central role in managing the anticipated expansion of Freedom House’s (FH) Asia programs portfolio and personnel. Freedom House’s Asia programs team supports human rights defenders and civil society activists in several countries in Southeast and South Asia. In addition to implementing its in-country and regional programs, the Asia programs team also contributes its expertise on selected countries and issues with other units of FH, peer organizations and donors, and other stakeholders. This position is being created in anticipation of the launch of several new Asia programs.
Working under the direction of the Director of Asia Programs, the SPM is responsible for managing and implementing Asia programs to advance FH’s strategic objectives, achieve specific program results and maximize collaboration within the Asia team and between the Asia team and other units in FH. The SPM plays a leading role in strategic planning, program design and oversight, managing US-based and overseas staff and consultants, obtaining donor funding, representing the program to external audiences and stakeholders, and actively collaborating with other units of FH.
PRINCIPAL DUTIES, RESPONSIBILITIES, AND EXPECTATIONS:
- Leadership of program design and management. Under the direction of the Director, the SPM will play a leading role in designing and implementing Asia team programs. The SPM will be expected to develop an understanding of the entire Asia portfolio so as to be able to anticipate and address program, financial and personnel management issues across the portfolio. The SPM may also will be tasked with overseeing specific projects requiring a high level of oversight because they are starting up or are particularly sensitive or complex.
- Team leadership and management. With guidance from the Director, the SPM will play a leading role in recruiting, onboarding and managing staff and consultants responsible for program implementation in a manner that fosters professional development, teamwork and collaboration.
- Grants and financial management. Working with the Director and Asia programs team, the SPM will oversee the team’s portfolio of grants and contracts; will oversee the budgets and spending of Asia team programs; and will ensure effective, timely program implementation in full compliance with donor expectations and regulations.
- Fundraising. The SPM will work with the Director, Asia programs team staff and consultants and FH’s Business Development team to identify potential funding sources, maintain or develop strong relationships with current and prospective donors, and conceptualize, write and/or manage winning funding applications.
- Collaboration. The SPM will participate in FH activities geared toward enhancing organization-wide strategic planning, cross-team collaboration, and organizational learning. The SPM will be expected to establish effective and collaborative working relationships with all other FH units and share and exchange information about the assigned program’s activities, approaches, and strategies.
- Advocacy and external relations. In consultation with the Director and FH’s advocacy team, the SPM will represent the Asia programs team to selected external audiences. The SPM will identify and track developments and issues in Asia that FH should engage on, publicly and/or privately. The SPM will participate as appropriate in meetings, working groups and networks on priority countries and issues. And as appropriate, the SPM will provide information and policy recommendations to USG officials, congressional staff, journalists and donors.
- Travel. Travel within the U.S. and abroad as required.
- Bachelor's degree in Asian studies, political science, international relations, international development or related field required. Master’s degree in Asian studies, political science, international relations, international development or related field strongly preferred.
- Ten to twelve years of directly related experience; four years at senior staff level.
- At least eight years of experience managing DRG programs.
- At least four years of experience directly supervising and managing staff.
- At least two years of field experience preferred.
Skills and competencies:
- Strong program management skills from design through implementation, evaluation, and close-out.
- Experience developing, tracking and managing program budgets and expenditures.
- Experience designing and managing grants and contracts so that they address the needs of programs and partners while also being in compliance with all applicable rules and regulations. Experience with US government grants required.
- Proven ability to recruit, manage and support the professional development of staff and consultants.
- Excellent inter-personal, diplomatic, and cross-cultural skills. Strong ability to collaborate with others and work as an effective team member.
- Excellent judgment in problem solving and decision-making.
- Strong ability to communicate effectively in English, both verbally and in writing. Ability to communicate effectively in a relevant Asian language preferred.
- Strong ability to manage own time, multi-task, and meet tight and sometimes unpredictable deadlines.
- Ability to work independently without supervision, and to coordinate the efforts of other professionals to effectively meet program needs.
- Familiarity with new communications technologies and secure means of communication and document storage.

General Working Conditions:
- We anticipate that FH staff will continue to work remotely until September 2021. During or after September we anticipate moving to a hybrid working arrangement.
- Some long hours including evenings and weekends to complete tasks or participate in events.
- Some overseas travel, once conditions permit.
- Exposed to outside weather conditions when required to attend event venues or travel.
- May involve work in regions that are remote and lack basic modern infrastructure, and in countries under U.S. travel advisory due to threats of terrorist attacks, civil unrest, kidnappings, disease outbreaks, etc.
