The Global Security Manager (GSM) has responsibility for developing, implementing, monitoring, and managing personal and physical safety and security policies and systems for Freedom House (FH) operations worldwide.  This includes coordination with program and research personnel in the U.S. and abroad to ensure that they comply with state of the art safety and security procedures and systems in accordance with FH policies.  Security challenges to be addressed include crime, political unrest or violence, and public health threats.


Policy and Procedure Development

  • Collaborate with the executive team to develop an effective and appropriate strategy to identify and mitigate security risks.
  • Design and implement the security plans for the organization, to include security assessments, action plans, and recommended mitigation measures.
  • Develop and ensure implementation of organization-wide safety and security policies, procedures and guidelines.
  • Develop protocols for security emergency response.
  • Develop and implement a consistent method to collect security incident information, synthesize, and effectively communicate to leadership.

Security Planning – Field and Headquarters

  • Support the leadership in advancing a security-minded culture throughout the organization.
  • Develop and implement relevant security training, refresher courses, and other security materials.
  • Prepare security reviews for staff travel to high-risk environments and coordinate with staff in preparation for travel, to include travel security briefings, check-in procedures, and operational security guidance.
  • Based upon site visits, prepare security assessments of FH field operations and provide security plans and recommendations.
  • Manage relationships with relevant outside vendors, including International SOS and travel agency.

‚ÄčInformation Monitoring and Dissemination

  • Monitor and research security issues as they arise, share information in real time with FH personnel, offer options for addressing issues, and work with leadership to provide appropriate equipment, materials or training to staff.
  • Liaise with field offices to ensure regional security incidents are reported and responded to appropriately and in a timely manner, to include the development and facilitation of incident after action reports, executive briefings, and business impact analysis.
  • Provide briefings to Executives or Directors as needed after incidents. 

Travel and Trainings

  • Conduct Security Management Trainings as appropriate for Field and HQ staff, including security briefings for new HQ employees, for traveling staff, consultants, etc.
  • Develop and disseminate location-specific security documents where appropriate to elevate security and situational awareness of travelers.

On Call/Readiness

  • Serve as primary point of contact for all security-related matters and logistical support.
  • Available upon request to travel overseas to address emergencies overseas, to identify security concerns related to FH activities,  and to provide concrete advice and assistance as needed.
  • In times of security emergencies, serve as the point person (24/7) to support the COO and the SVP for International Programs in decision-making, by obtaining rapid and frequent communication from the field and by making recommendations for necessary action.

Administrative Functions

  • Coordinate and attend meetings and security briefings.  Record applicable information and distribute action items.
  • Manage and maintain security related documents (forms, protocols, tools, plans, phone trees, etc.) for guidance.
  • Draft and provide regular updates of internal safety materials, plans and policies.


Experience & Education:

  • Bachelor’s Degree required.  BA/BS in a field relevant to role is preferred.
  • 5 or more years of experience, of which 2 or more are in a managerial capacity, assisting international organization(s) in developing strategies, implementing operational plans, and responding to the challenges of ensuring staff safety and security.
  • Knowledge of and previous working experience with NGO’s and international development projects, US Department of State or USAID experience is preferred.
  • Experience living or working abroad, specifically in hostile and stressful environments, is preferred.

  • General working office environment.
  • Potential for evening and weekend hours to complete tasks or attend events. 
  • Overseas travel, estimated to be less than 20% of the time.


Must have the ability to stand and/or walk for extended periods of time; exhibit manual dexterity to dial a telephone, and operate a keyboard; hear and understand speech at normal levels; speak in audible tones so that others may understand clearly; articulate information in an emergency situation; have the visual acuity necessary to observe and assess.    Occasionally required to lift and/or move up to 25 lbs. to waist height
