Outcomes:

The successful candidate is expected to accomplish the following outcomes in the first year on the position:

·         Formally track all tasks, to include:  assigned by, suspense, status and comments on all assigned tasks through completion and be prepared to brief upon request.

·         Create one or two products beyond the client requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.

·         Master position tasks within 30 days and exceed requirements within 60 days.

Responsibilities:

The Senior Program Analyst supports the Combatant Command Intelligence (CCI) Enterprise Management Support Office (EMSO) within the Secretary of the Air Force - Concepts, Development, and Management (SAF/CDM) office.  CCI EMSO assists the Office of the Under Secretary of Defense for Intelligence and Security OUSD(I&S) in modernizing, aligning, and integrating enterprise CCI capabilities as part of the Defense Intelligence Enterprise. EMSO focuses on information technology centric gaps and builds consensus across the community for enterprise solutions, and provides decision support for CCI enterprise management, management of capability area portfolios, and conducts material solution analyses when required.

Specific responsibilities include but are not limited to:

·         Create a plan for engagement and collaboration to identify strategic needs across the defense enterprise to include all the functional areas.

·         Analyze and develop long-term plans pertaining to strategy, modernization, force structure composition and disposition, doctrine, policy, and programming activities.

·         Construct and maintain, as required, logs and databases that allow for tracking and recording of events within strategic efforts and programs for end-of-year analyses and performance report preparation.

·         Perform qualitative and quantitative analyses related to assigned programs.

·         Provide all necessary strategic, integrated and synchronized resources, editing, and correspondence reviews.

·         Plan and coordinate execution of senior-led events, ensuring appropriate protocol is followed.

·         Manage multiple priorities and be well-versed in developing and coordinating tools, tradecraft, concepts, policies, and doctrine.

Qualifications:

The candidate must have the following qualifications:

·         Minimum of 5 years of experience working within the DoD at a 4-Star Headquarters Command or Joint Staff level developing strategic and campaign plans to align with department guidance. 

·         Experience with briefing senior-level leadership, including DASD or Flag-level. 

·         Experience in collaborating with senior DoD clients on a regular basis on transformation projects. 

·         Knowledge of the Department of Defense acquisition and budgetary processes. 

·         Ability to write and produce papers and briefings for a senior-level audience. 

 The following qualifications are desired:

·         Experience in the Intelligence Community within the DOD.

 ·         Knowledge of national and departmental policy and plans involving IT enterprise management.

·          Intermediate data analytics capabilities.

 ·         Possession of excellent written and verbal communication skills.

Travel: Minimal travel may be required
